According to the report, based on Decree No. 132/2025/ND-CP and 133/2025/ND-CP, Nghe An has issued many guiding documents and announced new administrative procedures (AP) in the fields of science and technology, intellectual property, telecommunications, frequency, radiation safety, etc. A total of 121 APs have been decentralized to the Department of Science and Technology for settlement, contributing to shortening the time and creating convenience for people and businesses.
Regarding the implementation of Plan No. 02-KH/BCĐTW on digital transformation, the provincial level currently has 23 tasks, of which 14 have been completed and 9 are being implemented, classified as "green" (on schedule). At the commune level, 73% of communes have completed all 16 tasks.

Nghe An has also issued a list of 205 administrative procedures regardless of administrative boundaries (belonging to 8 departments and branches). The rate of online application submission reached 72.35%, up 5 places, ranking 20th out of 34 provinces and cities nationwide. The whole province has synchronized data for more than 171,300 applications, of which 72.94% of applications were processed online. Thousands of commune and ward officials have been trained in information technology, land, justice, and electronic household registration. Telecommunications infrastructure has been adjusted with more than 800 BTS stations, but there are still 5 villages without electricity or areas with low signal. The rate of digitized applications ranges from 73% to 88% depending on the field.
However, localities still face some difficulties and obstacles in implementation. At the provincial level, some units handing over the results of administrative procedures are not consistent with the electronic system. At the commune level, the major difficulty is the lack of human resources, especially in the fields of land, justice, and information technology; equipment is still limited (lack of scanners, low-configuration computers, small area). Some software systems such as electronic household registration and business registration still have errors and data is not synchronized. In addition, there are still problems with the authority to sign and certify because the Provincial People's Council has not issued detailed regulations; some legal regulations between decrees are still overlapping, especially related to land and receiving documents.

Based on that reality, Nghe An province proposed that the Ministry of Justice upgrade the civil status software, unify the level of online services in authentication and expand the authentication authority for authorized civil servants. The province also proposed that the Ministry of Finance connect and share business registration data; the Ministry of Agriculture and Rural Development amend regulations to unify the process of receiving and returning results of land administrative procedures.
For the Ministry of Science and Technology, Nghe An proposed to provide a quality standard database, unify regulations on administrative procedure records and support training of human resources for post-inspection work.'
