Attending the conference were Standing Committee member of the Hue City Party Committee and Permanent Vice Chairman of the Hue City People's Committee, Nguyen Thanh Binh, along with representatives from the City Police, the City Military Command, the City Border Guard Command, and a large number of officers, soldiers, and people from border communes.

Reports at the conference indicated that the drug situation in the border area remains fraught with complex risks, particularly in the former A Lưới district. In response to this reality, the City Police Department has issued a plan to comprehensively implement solutions to build a strategy for preventing and combating drug-related crimes and social ills along the border.
The goal is to have at least 30% of communes and wards meet the "drug-free" standard by 2025 and 100% by 2030. This is not only a target for security and order but also an important political commitment, demonstrating the determination of the entire political system in building safe and healthy areas, creating a foundation for sustainable development.
According to the plan, an inter-agency task force will be established, with the participation of the Police, the Border Guard Command, Customs, the authorities of border communes, and local security forces. The task force will be responsible for developing coordination regulations, deploying patrols, inspections, and covert operations at hotspots and routes, and promptly detecting and handling violations of the law related to drugs.
Also at the conference, a coordination agreement between forces in preventing and combating drug-related crimes in the Vietnam-Laos border area was signed and announced, launching the "Peaceful Border" model. The conference established a mechanism for close coordination between functional forces. The goal of the model is to prevent the infiltration of drugs from across the border, promote the role of the community in monitoring, detecting, and reporting crimes, and link drug prevention and control with socio- economic development.

In his remarks at the conference, the Standing Vice Chairman of the Hue City People's Committee, Nguyen Thanh Binh, emphasized: "Ensuring security and order is the responsibility of the entire political system and all citizens, with the police force playing a core role. Party committees and authorities in border communes must clearly define responsibilities, assign specific tasks, and link responsibility to results. At the same time, they must regularly monitor, inspect, and supervise to ensure progress and effectiveness."
Vice Chairman Nguyen Thanh Binh affirmed: “The name 'Peaceful Border' reflects the goal of achieving peace for the people, for each village, and for the entire border line. For the model to succeed, it requires a specific action program, guaranteed resources, clear results, and recognition from the Party committee, government, and people. Therefore, the forces need to coordinate synchronously, smoothly, and responsibly. Consideration could be given to establishing a permanent inter-agency force to monitor, guide, inspect, supervise, and effectively combat drug-related crimes in the area.”
On the same day, the Standing Vice Chairman of the People's Committee of Hai Phong City, Nguyen Thanh Binh, conducted a field inspection of the construction sites for the integrated primary and secondary boarding school in A Luoi 3 and A Luoi 4 communes.
