It is forecasted that from the afternoon of August 24, the sea area of Nghe An, including Hon Ngu Island, will have winds gradually increasing to level 6 - 8, then increasing to level 9 - 10, the area near the storm's center will have winds of level 11 - 12, gusting to level 15, waves from 4 - 6m high, the area near the storm's center can be up to 8m high, the sea is very rough. The coastal area of Nghe An is forecast to have a water level rise of 0.5 - 1m, the water level at Hon Ngu fluctuates from 3.3 - 3.7m.

On land, from the night of August 24 to the end of August 26, the whole province will have very heavy rain with a common amount of 150 - 300mm, locally over 500mm. The intensity of heavy rain can exceed 200mm within 3 hours, posing the risk of urban flooding, flash floods and landslides in many areas. This is a storm that is considered strong, fast-moving, has a wide and dangerous range of influence, not only causing direct impacts but also leaving behind large-scale heavy rain circulations.

Faced with that situation, the authorities of the wards have simultaneously mobilized forces and means, proactively implementing response solutions. In Truong Vinh ward, where localized flooding often occurs, especially in the areas of Ben Thuy, Trung Do, Truong Thi, Vinh Tan, and old Hung Hoa, the authorities have mobilized the militia, urban forces, and residential groups to carry out general cleaning, dredge manholes, and clear the flow.

In Thanh Vinh Ward, the Ward People's Committee has directed forces to review and inspect key points, focusing on the old Quang Trung apartment complex and many degraded collective housing areas that are at high risk of being unsafe when the storm hits. The ward has prepared a plan to evacuate people, and mobilized police, militia and residential groups to be on duty 24/7 to promptly respond to any arising situations.

At the same time, the authorities have reinforced the electrical system, trimmed trees, checked signs and public works, and minimized possible damage. Propaganda work has also been enhanced, regularly updating storm developments, reminding people to absolutely not be subjective or passive.
Vinh Phu Ward has also proactively taken action, focusing on roads and areas that are frequently flooded such as 72m road, Le Nin Avenue... Vice Chairman of the Ward People's Committee Hoang Nang Hiep said that the locality has directed dredging of drainage pits, clearing sewers, checking construction works, and at the same time organizing tree pruning, ensuring traffic safety and limiting the situation of trees falling during storms. On-site forces are assigned specific tasks, maintaining a ready-to-handle regime to handle unexpected incidents.

In Vinh Hung ward, preparations were also accelerated as this is an area with many residential areas bordering low-lying areas. The ward's Disaster Prevention and Search and Rescue Command has divided into many working groups to inspect flood-prone areas, including the residential area east of Nguyen Truong To street, Hung Dong vegetable area and vulnerable locations in the old Nghi Kim commune.
Working groups directly directed the handling of flow obstructions and the clearing of canal systems to minimize the risk of flooding. Pumping station T16 - which plays a major role in draining water for the area - has also been technically inspected to ensure smooth operation in all situations.
