As soon as information about the storm was received, the Party Committee and People's Committee of Cua Lo Ward directed the blocks, especially the coastal blocks, to develop and deploy response plans. The loudspeaker system, along with the militia and police force of the ward were mobilized to inform the people and tourists.

Comrade Ngo Duc Kien - Secretary of Cua Lo Town Party Committee said: The Steering Committee for Flood and Storm Prevention and Search and Rescue has established a forward command team, and assigned teams to stay close to 39 residential areas and all accommodation facilities in the area. Safe shelter and avoidance plans for boats and aquaculture cages have been activated; fishermen and coastal households have urgently tied down their houses and structures to ensure safety from the storm.

Cua Lo Port has also notified transportation and production and business enterprises to have response plans and strictly prohibit the stacking of containers to no more than 2 floors to avoid the risk of breakage in strong winds.
Schools and halls have suspended all activities to prioritize direction and rescue work. All ships and boats are required to move to safe shelters at seaports and Lam River mouths; sailors have signed a commitment not to stay on board when the storm hits.

To date, all nearly 260 fishing boats of Cua Lo Ward have been safely anchored in Cua Hoi area and other shelters. Coastal business kiosks, restaurants, and hotels have urgently secured themselves to ensure safety.

Along with the task of protecting people's safety, Cua Lo ward also focuses on minimizing the impact of storms on economic and tourism activities. Seafood businesses are instructed to proactively stock up on goods to promptly meet demand when supply is interrupted. Many experienced households take advantage of the time before the storm to process, dry and preserve dried seafood, both maintaining income and limiting damage and loss caused by storms.

The owner of a seafood business in Nghi Thuy block shared: "When the storm comes, we have to stop selling for a few days, but thanks to proactively drying fish and stockpiling goods, we still have products to supply as soon as the weather stabilizes again."

Mr. Ngo Quoc Khanh, Deputy Director of Resort 382 (under the Logistics Department, Nghe An Provincial Police) said that the unit has mobilized 40 officers and soldiers to participate in storm response. Since the previous afternoon, the unit has reinforced the door system, corrugated iron roof, and moved assets to a dry, safe place. This morning, the work of pruning trees, lowering the height and reducing the load of ornamental plants in the campus continues to be deployed to limit the risk of collapse.

Not only focusing on protecting the unit, 382 Resort also supported many neighboring households in transporting and moving electronic equipment to a safe place, contributing to joining hands with the community to minimize damage caused by storms.

Faced with the complicated developments of storm No. 5, on August 24, the Commander of the Hon Ngu Island Joint Company fully disseminated telegrams and orders on flood and storm prevention, search and rescue tasks to 100% of officers and soldiers. The unit proactively prepared forces and means, ready to carry out tasks when ordered by the PTKV1 - Van An Command Board; at the same time, deployed officers and soldiers to organize tree anchoring, house reinforcement, ensuring absolute safety for people and property before, during and after the storm.

The determination and sense of responsibility of the government and the community once again affirms: Responding to natural disasters is not only an administrative task but also a matter of self-awareness, contributing to protecting the achievements of socio-economic development, while at the same time, preserving the image of a safe, friendly and dynamic coastal tourist city.
