According to the report, in Ho Chi Minh City, the land and housing fund under the scope of Government Decree 167 comprises 9,295 addresses managed and used by agencies, units, and enterprises. Of these, 7,297 addresses belong to state agencies and public service organizations, and 1,998 addresses belong to enterprises. The Standing Committee of the 167 Steering Committee (Ho Chi Minh City Department of Finance) has coordinated with relevant units to advise and submit to the Ho Chi Minh City People's Committee for its opinion, as per regulations, the proposed plan for rearranging and handling land and housing under the management of the Central Government for 131 properties with an area of ​​257,357 m2.

The housing and land fund in violation of the regulations of Government Decrees 99 and 30 in Ho Chi Minh City includes 7,921 old state-owned houses and 9,683 households managed and held by the Public Service Limited Liability Companies of the districts, Thu Duc City, and the City Housing Management and Business Limited Liability Company. Housing and land for resettlement purposes includes 9,890 apartments and 2,230 land plots, which the Ho Chi Minh City People's Committee has assigned to the Center for Housing Management and Construction Inspection for management.

The state-owned land fund, which has not yet been declared or officially registered, comprises 2,380 properties with a total area of ​​approximately 530 hectares. Currently, localities and units are reviewing and publicly announcing the list of small, narrow land plots under direct state management, soliciting opinions from adjacent land users, and publicly disclosing the allocation and leasing of these small, narrow land plots for public purposes or the allocation and leasing of land to adjacent land users in Ho Chi Minh City.

Ms. Phan Thi Binh Thuan, Deputy Head of the Inspection Committee of the Ho Chi Minh City Party Committee, stated that the city has a large number of state-owned houses and land plots managed and used by numerous central and Ho Chi Minh City agencies, organizations, units, and enterprises. The legal status, origin, and management history of these properties are diverse and complex. Alongside the achievements in the management and use of houses and land in the city by the assigned units, there are still limitations, shortcomings, and cases of violations.

The Standing Committee of the Ho Chi Minh City Party Committee issued Directive 24 to strengthen leadership and guidance to improve efficiency; and at the same time, overcome existing shortcomings, limitations, violations, and difficulties in the management and use of state-owned houses, land, and other assets attached to land in the city. To date, after four years of implementing the directive, state management of the management and use of state-owned houses, land, buildings, and assets attached to land in the city has achieved some results and overcome previous shortcomings and limitations. Specifically, the management and use of public houses and land have been gradually brought into order, separating residential and office buildings from public buildings... Simultaneously, through the arrangement and handling of state-owned houses and land, a significant amount of resources has been mobilized to supplement the budget for development investment, contributing to urban beautification, bringing socio-economic benefits, and generating revenue for the state budget.

Furthermore, the implementation of Directive 24 has enhanced the supervisory role of socio-political organizations and the people in the management and use of state-owned houses, land, and assets attached to land. This has led to the timely detection and reporting of legal violations, contributing to improved efficiency in state management of public housing and land.

It is known that from 2020 to 2023, the Ho Chi Minh City Inspectorate organized 18 inspection teams to examine the responsibilities of heads of agencies and units in the management and use of public assets, specifically state-owned houses and land, in Ho Chi Minh City. Through these inspections, recommendations were made to recover approximately 404 billion VND from land and house leases; to reclaim 9 land plots and 1 investment certificate; to terminate improper leases; and to hold accountable the individuals and units involved in the violations that occurred during those periods.

The District Party Committees, County Party Committees, and City Party Committee of Thu Duc City; and the Party Committees at the grassroots level directly under the City Party Committee implemented and disseminated Directive 24; conducted inspections of 105 Party organizations and 67 Party members, and supervised 50 Party organizations and 31 Party members. At the same time, they directed the People's Committees of districts, counties, and Thu Duc City to conduct inspections of 58 subordinate agencies and units and 4 individuals involved in the management and use of state-owned houses, land, and assets attached to land. Through inspection and auditing work, over 1 billion VND was recovered and deposited into the state budget; disciplinary action was taken against 1 Party member with a warning and 4 Party members with a reprimand.
