The working session aimed to survey the handover and acceptance of projects and works under the district-level public investment plan in communes after administrative unit reorganization, the difficulties and obstacles of public investment projects in communes; and to conduct on-site surveys of some projects and works currently being implemented in the public investment plan for the period 2026 - 2030.

In addition, the survey will focus on the development of a land database and cadastral map system. Simultaneously, it will investigate several other issues related to construction order management, planning, and the management and use of public assets in the area.

According to the report at the meeting, the Di Linh Area Investment and Construction Project Management Board, as the investor, has not yet reached a consensus on whether to hand over management to the commune or the province. Currently, the investor is continuing to implement 66 ongoing or planned projects. Of these, a review of Di Linh commune revealed 48 projects currently underway or planned for implementation, with the former communes within the area as the investor.


During the meeting, the People's Committee of Di Linh commune highlighted several difficulties, such as the fact that the cadastral maps and technical land plot records, compiled according to map 299, have many old and torn pages. Many paper-based cadastral maps, upon handover, lacked full signatures and confirmations from the competent authorities. This leads to difficulties in management and use.
The process of updating cadastral records and land databases during the reorganization of commune-level administrative units remains incomplete, leading to difficulties in resolving administrative procedures related to land.

Furthermore, land data between the commune and the province is not fully and effectively connected. The equipment received from the old commune level is outdated and unsuitable for installing specialized land management software. Former commune-level land administration officials primarily handled tasks that were the responsibility of the old commune government.

Concluding the meeting, Ms. Pham Thi Tuong Van, Provincial Party Committee member and Head of the Economic and Budget Committee of the Lam Dong Provincial People's Council, highly appreciated Di Linh commune's efforts in closely adhering to its assigned tasks after the implementation of the two-tiered local government system.
The comrade suggested that in the coming period, Di Linh commune should continue to implement projects that were transferred from the old commune as the investor to the new commune; carefully review them to promptly propose funds to complete project payments and finalize project accounts, while avoiding errors, waste, and delays.
Di Linh commune, in coordination with the regional project management board, is identifying obstacles in the implementation of projects under the management board's ownership. This aims to expedite the disbursement of funds for projects still facing land clearance issues.
Regarding the Bao Loc - Lien Khuong expressway project, Di Linh commune needs to do a good job of disseminating information and mobilizing people to understand correctly and fully, especially regarding land clearance.

Regarding land data, the comrade suggested that Di Linh commune should pay attention to data linkage, administrative boundary surveying, and cadastral mapping. At the same time, it is necessary to provide in-depth professional training for officials in this field to avoid both shortages and weaknesses. In parallel, the locality needs to pay more attention to land valuation.
Regarding the remaining issues, Comrade Pham Thi Tuong Van suggested compiling them and sending them to the relevant departments and agencies for timely resolution and response as soon as possible.
