Reviewing the progress of converting public service units into joint stock companies

Currently, the labor arrangement plan of the above 6 units has been approved by the Provincial People's Committee. At the same time, the Provincial People's Committee has approved the cost estimate for the conversion for 4 units including: Trieu Phong District Environmental and Urban Center, Vinh Linh District Environmental - Urban Works Center, Gio Linh District Environmental and Urban Center, Provincial Bus Station Management Center.

Regarding the plan to select a consultant for the conversion, up to now, only the Provincial Driver Training and Testing Center has had its plan to select a contractor for the project to convert into a joint stock company approved by the Provincial People's Committee.

On that basis, the Provincial Driver Training and Testing Center has completed the determination of the value of public service units and the value of state capital in public service units. In addition, the center is determining the starting price for selling shares, developing a conversion plan, and preparing a dossier for selling shares to submit to the competent authority for approval.

Currently, the implementation of converting public service units into joint stock companies of the 6 above-mentioned units still faces some difficulties and problems such as: determining the value of converted public service units; working headquarters; tax arrears; general difficulties in revenue sources for environmental and urban areas...

At the meeting, the Provincial Driver Training and Testing Center requested the Provincial People's Committee to speed up the implementation of the remaining contents according to Plan No. 137/KH-UBND to complete the conversion in August 2025.

The Provincial Bus Station Management Center proposed that the Provincial People's Committee report to the Prime Minister to allow an extension of the conversion period or a temporary suspension of the conversion.

For 4 district-level urban environmental units, the Department of Finance proposed that the Provincial People's Committee and the Steering Committee for the conversion of public service units into provincial joint stock companies submit to the Prime Minister a temporary suspension of the conversion for a number of objective reasons.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Le Duc Tien assigned the Department of Finance to continue to coordinate and guide the Provincial Driver Training and Testing Center to speed up the implementation of the remaining contents according to the plan to complete the conversion of this unit into a joint stock company in accordance with legal regulations before the provincial merger.

Vice Chairman of the Provincial People's Committee Le Duc Tien agreed with the proposal of the Department of Finance and related units to submit to the Prime Minister for permission to extend the conversion time or temporarily suspend the conversion of the Provincial Bus Station Management Center; temporarily suspend the conversion of 4 urban environmental units at the district level.

Assign the Department of Home Affairs, the Department of Agriculture and Environment, and the Department of Finance to study the plan to arrange urban environmental centers in the direction of clusters, inter-commune regions, and the price and service standards for waste collection, transportation, and treatment; standards for tree care and lighting to ensure the needs of the people and in line with the development trend of society.
