Lac Thuy commune is considered the epicenter of flooding in the Boi River basin. Typhoon No. 10 (Bualoi), with its heavy and prolonged rainfall, caused the river's water level to fluctuate continuously and rise above alarm levels 2 and 3. Amidst the vast, fast-flowing waters and the roar of landslides, local officials arrived promptly to provide support, supplies, and evacuate residents, helping them overcome the critical situation.

Police officers in Lac Thuy commune helped residents move their belongings to safety as the Boi River rose.

Looking at the rapidly fluctuating water levels of the Boi River during Typhoon No. 10, anyone would be worried about the safety of people living along the riverbanks. For example, at 1 PM on September 29th, the water level at the Hung Thi station was 11.1m, 1m above alarm level 1; by 4 PM the same day, it had quickly risen to 13.5m, exceeding alarm level 3 by 0.05m. On September 30th, the floodwaters at one point reached 15.5m, 2.5m above alarm level 3. On the morning of October 1st, the water receded but slowly, leaving the entire area still submerged in floodwaters.

The Boi River's water level consistently exceeded alarm levels 2 and 3, submerging the Lac Thuy lowland area in floodwaters. Water inundated riverside residential areas, with many houses flooded above the first floor, forcing residents to move to the second floor or evacuate.

Police forces are supplying instant noodles and drinking water to people in isolated areas.

Local forces are transporting essential supplies to support areas severely affected by flooding.

As of 8 PM on September 30th, the Boi River's rising water level flooded 380 households along its banks. Of these, 150 households in Hoang Dong village were flooded, and 14 households in Hong Phong 3 village were completely isolated. In addition to the rising water, strong winds ripped off the corrugated iron roof of Yen Bong Kindergarten, collapsed the roof of Quyet Tien Cultural Center, blew away the roof of Cau Doi pumping station; flooded 19 livestock barns, and damaged the roofs of 5 sheds... The floodwaters submerged approximately 400 hectares of crops in the commune's fields.

In response to this situation, the commune's Party committee and government immediately activated the pre-planned disaster response scheme, applying the "four on-the-spot" principle. The highest priority was ensuring the safety of the people's lives.

Although attending the first Provincial Party Congress, the Party Secretary of the commune, Pham Van Duc, closely monitored the situation in the locality. The Chairman of the People's Committee, Hoang Quoc Dat, directly supervised the response efforts at the grassroots level. The Standing Committee of the Party Committee and the Civil Defense Command of the commune assigned personnel to be on duty 24/7. They reviewed areas at risk of landslides and flooding, developed evacuation plans, and ensured no loss of life.

Simultaneously, commune and village officials directly inspected the scene and directed response efforts at points at risk of landslides, flooding, flash floods, and submerged bridges; they erected warning signs and deployed personnel to dangerous areas. Four households with 18 people in Roc Tru 2 and Hong Phong villages, which are at risk of landslides and flooding, were relocated to safe areas. Boats and canoes were mobilized to transport essential supplies to areas that were deeply flooded and isolated. The development of rainfall and flooding was continuously monitored to ensure readiness for response plans.

Local police officers are helping residents move their livestock to safety as floodwaters rise.

The entire political system was mobilized to respond to the floods and storms, with the most prominent contribution coming from the commune police officers who, undeterred by danger and hardship, served the people. They readily waded through floodwaters to help people in flooded areas move their belongings, supply instant noodles and drinking water to isolated areas, and ensure security and order in the flooded regions.

The commune police mobilized 100% of their personnel to respond to Typhoon No. 10. On boats and canoes amidst the vast expanse of water and raging floodwaters, each officer acted with the people in mind. When the people were in need, they were ready to provide immediate assistance. Though small in the face of nature, humans possessed the willpower, strength, responsibility, and humanity to overcome the storm.

Ms. Nguyen Thi Binh's house was destroyed by landslides even after she had been evacuated to a safe location.

In particular, the skillful persuasion and resolute relocation of households at high risk of landslides helped the people escape danger. Ms. Nguyen Thi Binh in Roc Tru 2 village felt fortunate to have survived when a huge mass of earth collapsed behind her house on the afternoon of September 30th. Prior to that, on the afternoon of September 29th, the commune police had persuaded her to move to a safe place. The caution, responsibility, and proactive approach of the government and police force ensured peace and safety.

Lieutenant Colonel Nguyen Van Thanh - Head of Lac Thuy Commune Police shared: Initially, Ms. Binh was reluctant to move, but after thorough analysis and a suitable plan, she left her house during the heavy rain. The commune police assigned the local security and order protection team and the local police to protect her family's property and ensure safety in the area.

Those households that had to relocate and move their belongings also received support, assistance, and protection from local officials and the commune's police force; they were also given shelter by relatives and villagers. In times of hardship, the people always stand united and support each other.

On the morning of October 1st, at 8:30 AM, the floodwaters receded slowly, leaving crops submerged. Local officials continued to patrol the river by boat, inspecting and assisting residents. For some households in higher areas, as the water receded, residents began cleaning up; in deeply flooded and isolated areas, authorities continued to provide supplies. Those who had to evacuate are currently unable to return due to the remaining flooding.

During storms and floods, lost property can be rebuilt, but the most important thing is that people are safe. The government and people of Lac Thuy commune are working together and actively participating in disaster response and recovery efforts.
