On September 17, in Hanoi, Senior Lieutenant General Nguyen Tan Cuong, member of the Party Central Committee, member of the Central Military Commission, Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense chaired a conference to review experiences in establishing the 12th Army Corps.

Through the implementation of the organization and staffing of the 12th Corps, the process of organizing training, combat readiness, regularization and the results of the exercises, it has been affirmed that the organization of the corps to be "lean, compact, and strong" is a correct, scientific and practical policy of the Central Military Commission and the Ministry of National Defense. Immediately after the Corps was established, it affirmed its strength, mobility, command capacity, combat coordination of officers at all levels and the ability to successfully complete combat missions in high-tech warfare conditions.
After nearly a year of consolidation, the 12th Corps has overcome initial difficulties, gradually stabilized, and successfully completed all assigned tasks. Agencies and units throughout the Corps strictly maintained order and combat readiness, organized patrols, guarded, and ensured the safety of targets, especially during holidays, Tet, and important events of the Party and State.
The Corps has proactively built, adjusted and consolidated the systems of combat readiness documents, flood and storm prevention and control, search and rescue according to new plans at all levels; coordinated with localities on plans and tasks for responding to incidents, natural disasters and search and rescue; proactively practiced plans for transitioning to combat readiness status.

Speaking at the conference, Senior Lieutenant General Nguyen Tan Cuong requested the agencies and functional units of the Ministry of National Defense to evaluate, learn from experience, and overcome the limitations in the process of establishing the 12th Corps to effectively apply them to the establishment of the 34th Corps. In particular, focusing on perfecting Party organizations and mass organizations to ensure that all activities of the 34th Corps are not interrupted. The functional agencies must properly implement the procedures and regulations according to the decentralization of the mobilization, appointment, and rotation of cadres; ensure that the cadres, non-commissioned officers, and technical staff of the Corps after its establishment have sufficient quantity and quality. In particular, it is necessary to carry out policy work well, especially resolving the number of surplus cadres and cadres over the planning age according to regulations./.
