Regulations for the 2025 high school graduation exam are about to be issued.

This information was released at the closing ceremony of the 2023-2024 school year and the implementation of tasks for the 2024-2025 school year, organized by the Ministry of Education and Training on August 19th.

Accordingly, the Ministry of Education and Training has established a drafting committee for the 2025 High School Graduation Examination Regulations, which are expected to be announced in the fourth quarter of this year so that parents and students can be fully informed.

In addition, the Ministry of Education and Training has issued a decision approving the investment plan for the development of software for scoring multiple-choice tests, software for managing exam question libraries/banks, and software for supporting exam question creation for the high school graduation exam starting in 2025.

Approximately 99.40% of candidates passed the graduation exam.

Reporting at the closing ceremony, Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training, stated that the 2024 high school graduation exam was successfully organized, ensuring seriousness and safety, with a participation rate of 99.6% compared to the total number of registered candidates, at nearly 2,400 examination centers with more than 45,000 examination rooms.

This year, the Ministry of Education and Training continues to organize online registration for students currently in 12th grade during the 2023-2024 school year, with nearly 95% of candidates registering online.

During the exam registration period, the exam management system operated stably; the registration process for candidates proceeded normally and smoothly, ensuring the accuracy of the exam database and making a significant contribution to organizing an objective and fair exam.

The content of the 2024 exam was highly praised by the public, with many questions related to practical issues in society and preparing students for the 2025 high school graduation exam.

The exam questions are appropriately differentiated to assess graduation eligibility and provide data for higher education and vocational education institutions to use in student admissions.

The score distribution for each subject and the score distribution for traditional admission combinations are analyzed and made public.

The grading process was carried out seriously by local authorities, ensuring compliance with the regulations and guidelines of the Ministry of Education and Training. The national graduation rate was approximately 99.40%.

Besides discussing teacher quality, educational quality, and some "bottlenecks" in education, Professor Dr. Nguyen Thi Doan (former Vice President of Vietnam, President of the Vietnam Association for the Promotion of Learning ) highly praised the recent high school graduation exam.

According to Professor Nguyen Thi Doan, the Ministry of Education and Training successfully organized the recent high school graduation exam, and the nearly 100% graduation rate is proof of this.

Errors in copying exam papers in Dak Lak.

However, according to the Ministry of Education and Training, due to the large scale of the exam and its nationwide organization, some errors still occurred. While 49 candidates violated exam regulations in 2023, this year there were 30 violations. In Dak Lak, there were also errors in printing and copying exam papers.

Specifically, according to parents' feedback, exam code 119 for the high school graduation exam in Dak Lak province contained dozens of errors. These errors included both grammatical and mathematical notation mistakes. Some questions were flawed in both the question and the answer, with incorrect formulas, flawed underlying principles, and missing data. These errors significantly impacted the exam results.

Specifically, according to reports to the press, two students at a high school graduation exam center in Ho Chi Minh City lost 20-30 minutes on the Literature exam because the invigilator mistakenly signed the wrong exam paper…

As soon as these issues arose, the National Examination Steering Committee promptly gathered information and guided and directed the Provincial Examination Steering Committees on how to handle them correctly according to the examination regulations and ensure the rights of the candidates.

Late last year, the Ministry of Education and Training finalized the plan for the 2025 high school graduation exam. Accordingly, from 2025, candidates will take the high school graduation exam with two compulsory subjects: mathematics and literature, and choose two subjects from the remaining subjects in grade 12, including: foreign language, history, physics, chemistry, biology, geography, economics and law education, informatics, and technology.

Therefore, from 2025 onwards, candidates will no longer be required to take a foreign language exam in the high school graduation exam.

During the period 2025-2030, the paper-based examination method will remain stable. After 2023, computer-based testing will be gradually piloted for multiple-choice subjects in some localities that meet the necessary conditions.

The Ministry of Education and Training provides general guidance on the exam and promotes the application of information technology in organizing the exam.

According to Mr. Nguyen Ngoc Ha, Deputy Director of the Quality Management Department (Ministry of Education and Training), the 2025 high school graduation exam will maintain the same proportion of questions in the old format, meaning it will still include a portion in multiple-choice format; the Literature exam will be in essay format, while the remaining subjects will be in multiple-choice format.

In terms of development, the exam will include new formats such as true/false questions and short answer questions.

According to the Ministry of Education and Training, the 2025 exam will address the shortcomings of the old multiple-choice format; it will be more conducive to evaluating students according to the new general education curriculum (GDPT 2018); and the probability of getting points due to random selection will decrease from 2.5 points to 1.975 points (mathematics), and 2.35 points (for physics, chemistry, biology, etc.).
