Deputy Minister of Education and Training Le Tan Dung emphasized that in the upcoming restructuring of schools, this agency will define very specific and clear principles and criteria for public and transparent implementation, avoiding situations of asking for, lobbying, negativity, etc. in the specific implementation process.
At the regular Government Press Conference on the afternoon of October 5, Deputy Minister Le Tan Dung said that the policy of restructuring, merging and dissolving universities and vocational training institutions has been clearly affirmed by the Politburo in Resolution No. 71-NQ/TW, dated August 22, 2025 of the Politburo on breakthroughs in education and training development.
“This is a major policy of the Party, so it must be implemented seriously, urgently, and resolutely. This arrangement affects many people’s minds, so it must be implemented very carefully, but at the same time it must be scientific, methodical, and resolute,” Mr. Dung affirmed.
Therefore, Mr. Dung emphasized that the Ministry of Education and Training is clearly aware of its responsibility in this important matter.
However, Deputy Minister Le Tan Dung also noted that the restructuring, merger and dissolution of higher education institutions and vocational education institutions cannot be done by the Ministry of Education and Training alone but must have the cooperation and consensus of central ministries, branches and localities, especially higher education institutions and vocational education institutions.
Mr. Dung also said that the Ministry of Education and Training has been assigned to develop specific projects. The first is the project to rearrange and reorganize educational and vocational training facilities. The second project is to transfer some educational and vocational training facilities to local areas. We will soon submit it to the Prime Minister for decision and will implement it in 2026.
Regarding the issue of training being linked to practical requirements of society as well as the labor market, Mr. Dung emphasized that this is very true to current practice.
However, to do the above, Mr. Dung said that the Ministry of Education and Training determined that the upcoming Project will be based on the basis and viewpoints of the Party's Resolution, the Government's Resolution... Second, it will be based on the strategy for developing higher education and vocational education. Along with that, it will be based on the approved planning of the network of higher education institutions and vocational education institutions.
In addition, the above activities also need to be based on the country's socio-economic development goals in the coming period and the socio-economic development regions and national security and defense.
“This goal raises the question of how to train to match the goal. From international experience and practical conditions in our country, the Project also clearly defines the missions of these institutions (university education, vocational education). Second, there are very specific and clear principles and criteria for public and transparent implementation, avoiding situations of asking for, lobbying, and negativity,” said Mr. Dung.
In addition, Mr. Dung also emphasized that in the near future, the Ministry of Education and Training will seek opinions from ministries, branches, localities, experts, especially universities and vocational training institutions to create high consensus during the implementation of the project development process.
“When the Project is approved by the competent authorities, it will be made public. At that time, the Ministry of Education and Training will provide full information to the media and press. Recently, there has been some incorrect information circulating, not provided by the Ministry. Therefore, we request that organizations and individuals do not share information that has not been verified,” Mr. Dung added./.
