On the morning of December 27, the Executive Committee of the Bac Giang Provincial Party Committee held its 23rd regular conference, term XIX. Comrade Nguyen Van Gau - Member of the Party Central Committee, Secretary of the Provincial Party Committee chaired the conference.
Attending the conference were comrades: Mai Son - Acting Chairman of the Provincial People's Committee; Lam Thi Huong Thanh - Permanent Vice Chairman of the Provincial People's Council; comrades of the Standing Committee of the Provincial Party Committee, comrades of the Provincial Party Committee and representatives of some departments, branches and sectors of the province.
At the conference, Comrade Nguyen Thi Huong - Member of the Provincial Party Committee, Head of the Provincial Party Committee's Inspection Committee was elected to hold the position of Standing Deputy Secretary of the Provincial Party Committee. Comrade Nguyen Viet Oanh - Member of the Provincial Party Committee, Head of the Provincial Party Committee's Propaganda Department was elected to hold the position of Deputy Secretary of the Provincial Party Committee for the 2020-2025 term.
Next, the Provincial Party Executive Committee discussed and contributed opinions to the following drafts: Report summarizing the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Central Executive Committee on "Some issues on continuing to innovate and reorganize the apparatus of the streamlined political system for effective and efficient operation" (Resolution No. 18-NQ/TW); Report summarizing the leadership work of the Provincial Party Committee in 2024; goals, tasks, and solutions in 2025; Report on the results of self-criticism and criticism of the Provincial Party Committee Standing Committee in 2024; Draft Political Report of the 19th Provincial Party Executive Committee submitted to the 20th Provincial Party Congress, term 2025-2030 (first time); Report on the financial situation of the Provincial Party Committee in 2024; directions and tasks in 2025; Report to the Provincial Party Committee for resolution between two sessions.
Regarding the summary report on the implementation of Resolution No. 18-NQ/TW, the leader of the Provincial Party Committee's Organizing Committee said that after 7 years of implementing Resolution No. 18-NQ/TW, the Standing Committee of the Bac Giang Provincial Party Committee has focused highly and resolutely on leading and directing Party committees at all levels, Party organizations, agencies, localities and units in the Provincial Party Committee to thoroughly grasp and seriously implement the resolutions and directives of the Central Executive Committee of the Party, the Politburo, the Central Party Secretariat, the National Assembly Standing Committee and the Government on reorganizing the apparatus, streamlining the payroll and restructuring the contingent of cadres, civil servants and public employees (CBCCVC) in the political system of the province.
In the process of implementing Resolution No. 18-NQ/TW, a high level of consensus and participation of the entire political system in the province has been achieved. The roles and responsibilities of the members of the Provincial Party Committee, members of the Provincial Party Committee, heads of agencies, localities and units have been promoted.
Implementing Resolution No. 18-NQ/TW, the Standing Committee of the Bac Giang Provincial Party Committee issued Plan No. 47-KH/TU of the Standing Committee of the Bac Giang Provincial Party Committee to implement Resolution No. 18-NQ/TW of the Central Committee of the Party. The plan was elaborately, methodically, scientifically and thoroughly developed. Through the implementation process, it can be seen that the contents of the Plan are close to local reality and highly feasible; the goals and tasks are generally completed, ensuring compliance with the roadmap.
Regarding the report summarizing the leadership work of the Provincial Party Committee in 2024; goals, tasks, and solutions for 2025, the Provincial Party Committee leader said that in 2024, in the context of continuing to face many difficulties and challenges, many new problems have arisen. However, promoting the tradition of solidarity and unity within the entire Party Committee; the consensus and support of the People; all levels, sectors, and localities in the province have closely followed the leadership and direction of the Central Government, the Provincial Party Committee, and the Provincial Party Committee Standing Committee to focus on leadership and direction to achieve important results in all fields.
GRDP growth rate ranks first in the country, GRDP scale ranks 12th in the country and ranks first in the Northern Midlands and Mountains provinces, the investment and business environment continues to improve. Culture and society continue to have many progressive changes, education and training have achieved outstanding results; social security policies are well implemented, completing support for eliminating temporary houses, dilapidated houses for poor households, near-poor households and families of meritorious people facing housing difficulties, degraded houses need to be repaired and rebuilt according to the set plan; national defense and security are maintained. Party building and political system building have achieved many positive results; in particular, the processes and procedures have been well implemented and the arrangement of administrative units at district and commune levels has been completed in the spirit of Resolution No. 1191/NQUBTVQH15 dated September 28, 2024 of the National Assembly Standing Committee. The great national unity bloc is increasingly solid. The province's position continues to be affirmed.
Regarding the draft Political Report of the 19th Provincial Party Executive Committee presented at the 20th Provincial Party Congress, term 2025-2030 (first time), on December 20, the Document Subcommittee met and contributed many opinions to edit the draft report submitted to the Provincial Party Committee Standing Committee; on December 24, the Provincial Party Committee Standing Committee met and gave opinions on the draft Report.
With the guiding motto of the Party Committee in the new situation "Solidarity - Democracy - Discipline - Breakthrough - Development". Regarding the theme of the Congress, the draft proposes 3 themes, in which the expected theme according to option 1 is: "Under the glorious flag of the Party, building a streamlined - compact - strong political system apparatus; promoting democracy, the strength of great national unity, the spirit of self-reliance, self-reliance, building Bac Giang province to develop comprehensively and sustainably; national defense and security are ensured; people's lives are prosperous and happy; affirming the position and role as the growth pole of the Northern Midlands and Mountains and the whole country".
The content of the draft Political Report (first time) provides a general assessment of the results after 5 years of implementing the Resolution of the 19th Provincial Party Congress; limitations, shortcomings and causes; lessons learned. It sets out general goals and targets for the 2025-2030 term; development orientation and goals until 2030 and vision until 2045; key tasks and solutions; development breakthroughs in the 2025-2030 term.
Discussing at the conference, the majority of delegates highly agreed with the draft contents at the conference; at the same time, they focused on contributing to the limitations and difficulties in arranging main units and streamlining the administrative apparatus; analyzing unachieved targets; goals, tasks, and solutions in the coming term.
Concluding the conference, Secretary of the Provincial Party Committee Nguyen Van Gau said that departments, branches and localities all highly agreed with the Party and the province's policy on the arrangement of administrative units and the streamlining of the administrative apparatus. Regarding comments, recommendations and proposals, the Provincial Party Committee assigned the Provincial Party Committee's Organizing Committee, the Provincial Party Committee and relevant agencies to coordinate with agencies, absorb comments and complete reports and projects.
Regarding the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Central Executive Committee, the Provincial Party Executive Committee acknowledged the active preparation of the Provincial Party Committee's Organizing Committee, as well as the spirit of general direction, the Provincial Party Committee's Organizing Committee has actively coordinated with the Party Committees, Party Delegations of relevant agencies and units to summarize the implementation of Resolution No. 18-NQ/TW and develop a draft plan to streamline the apparatus, ensuring progress. The Provincial Party Committee basically agreed with the plan and project of the Provincial Party Committee's Organizing Committee; he requested the Provincial Party Committee's Organizing Committee to absorb the opinions of the Provincial Party Committee members who spoke at the conference and concluded at the conference to complete the report and submit it to the Provincial Party Committee Standing Committee for signing and promulgation.
In particular, the Provincial Party Secretary noted, reviewed, and carefully studied the cases, agencies, and units that are expected to reorganize and streamline their apparatus in accordance with the direction of the Central Government. The proposed plan to reorganize and streamline the apparatus must be associated with the restructuring of the staff; ensuring that the reorganization does not affect the implementation of political tasks according to the functions and tasks of the agencies, organizations, units, and localities. Improve the efficiency and effectiveness of the operations of new agencies, organizations, and units, especially tasks related to serving the people and businesses.
Urgently develop a plan to arrange and deploy civil servants, especially for leaders, managers and heads of agencies, organizations and units. Develop a specific roadmap to adjust the number of civil servants to ensure compliance with general regulations and in accordance with the functions and tasks of the newly established agencies, organizations and units after the arrangement. Proactively advise and coordinate the implementation of policies and regimes for civil servants who wish to quit their jobs or retire before the age, ensuring maximum benefits for each case according to regulations. The process of developing a plan to arrange the apparatus organization needs to regularly grasp and seek guidance from the Central Government to ensure consistency in the implementation process.
The Provincial Party Committee's Propaganda Department strengthens propaganda orientation, raises awareness, creates consensus and unity in society on the policy of arranging and innovating the organization of the political system to be streamlined - compact - strong, operating effectively, efficiently and effectively. In particular, for civil servants, it provides the content of internal newsletters, special pages and columns for party cells, party committees, agencies and units to organize propaganda activities for party members, to create high consensus in society, among the people, among cadres and party members.
The Provincial Party Secretary requested that the leaders of Party committees, authorities, agencies and units do a good job of propaganda, political and ideological work, creating consensus and unity among the staff when implementing the arrangement; promote the responsibility of setting an example for cadres and party members, especially party members holding leadership and management positions in implementing the Party and State's policies on arrangement and streamlining the apparatus; pay attention to and promptly resolve the regime and policies for staff after the arrangement according to regulations. Promote the role of "pioneering and exemplary" in the process of arranging and assigning staff work; absolutely do not be localist, causing internal disunity. Seriously comply with the assignment and arrangement of competent authorities in arranging and streamlining the apparatus.
Regarding the draft Report summarizing the leadership work of the Provincial Party Committee in 2024; goals, tasks, and solutions for 2025, the Provincial Party Committee Secretary assigned the Provincial Party Committee Standing Committee to direct the Provincial Party Committee Office to absorb the opinions and conclusions of the Conference, complete the Report, and submit it to the Provincial Party Committee Standing Committee for signing and promulgation; at the same time, advise on good preparation of content and conditions for organizing the Conference to summarize the leadership work of the Provincial Party Committee in 2024.
Regarding the draft Political Report of the 19th Provincial Party Executive Committee, the Provincial Party Secretary acknowledged that the Document Subcommittee and the Standing Committee and the Working Group have proactively and actively advised on the first draft. The draft Report closely followed the approved Outline, basically reflecting the outstanding results of the past term; proposed the theme, motto of the Congress and the goals, solutions and breakthrough tasks in the coming term. However, this is only the first draft report, which still needs to be supplemented and adjusted. He suggested that delegates continue to study and contribute comments and suggestions for completion. The Provincial Party Committee assigned the Standing Committee of the Document Subcommittee and the Editorial Team to advise the Document Subcommittee on absorbing comments, on that basis synthesizing and advising on the implementation of the next steps according to the plan./.
