At the provincial level, based on the Resolution of the National Assembly on the merger of provinces and cities, the Standing Committee of the Central Committee of the Vietnam Fatherland Front proactively issued a decision to terminate the operations of the Vietnam Fatherland Front Committees of the provinces and cities subject to the merger (the provincial level does not have to carry out the procedure of submitting to the Central Committee of the Vietnam Fatherland Front).
For the district level, when the competent authority issues a decision to terminate the activities of the district level, the Standing Committee of the Vietnam Fatherland Front Committee of the province or city shall proactively issue a decision to terminate the activities of the Vietnam Fatherland Front Committee at the district level.
For the commune level, based on the decision of the competent authority deciding to terminate the operation of the commune, ward, or town, the Standing Committee of the Vietnam Fatherland Front Committee at the provincial level proactively issues a decision to terminate the operation of the Vietnam Fatherland Front Committee at the commune level subject to arrangement and merger (the commune level does not have to carry out the procedure of submitting the dossier to the provincial level).
Regarding the establishment of the Vietnam Fatherland Front Committee at the provincial and communal levels subject to merger, immediately after the merger of the provincial administrative unit, the Standing Committee of the provincial and municipal Party Committees of the new administrative unit shall send a written agreement to the Standing Committee of the Central Committee of the Vietnam Fatherland Front requesting the establishment of the Committee, recognition of the Committee members and the Standing Committee of the Vietnam Fatherland Front Committee at the provincial level of the new administrative unit.
At the commune level, the Standing Committee of the Provincial Fatherland Front Committee issues a decision to establish the Vietnam Fatherland Front Committee at the commune level; recognizes the list of Committee members, the list of the Standing Committee of the Vietnam Fatherland Front Committee at the commune level (Chairman, Vice Chairman).
For organizations (Labor Federation, Farmers' Association, Women's Union, Youth Union, Veterans' Association), the termination of activities, recognition of organizations and personnel will be carried out according to the new administrative model similar to that of the Vietnam Fatherland Front.
Regarding the arrangement and consolidation of advisory agencies assisting the Vietnam Fatherland Front Committee and socio-political organizations according to the new model, at the provincial level, the arrangement and consolidation of advisory agencies assisting the Vietnam Fatherland Front Committee and socio-political organizations must closely follow the arrangement orientation according to the Resolutions and Conclusions of the Central Committee, ensuring the regular and direct leadership of the Provincial Party Committee Standing Committee and the Party Committees of provincial agencies.
The staffing of the Vietnam Fatherland Front Committee (according to the new model) is taken from the existing staffing of the Vietnam Fatherland Front Committee and socio-political organizations (excluding those who retire, transfer to another job, or quit); staffing is arranged and allocated based on functions, tasks, and job positions, and the staffing allocation process is prioritized for departments and units with important tasks and new fields.
For provinces subject to rearrangement, the funds of the Relief Committee and the Mobilization Committee will be consolidated and handed over in their original state to the new Provincial Relief Committee and Mobilization Committee (after rearrangement); for the funds of the District Relief Committee and Mobilization Committee, they will be handed over in their original state to the Provincial Relief Committee before the end of operation.
The guidelines also clearly state the arrangement of deputy positions of the Vietnam Fatherland Front and socio-political organizations. When localities reorganize their apparatus according to the two-level government model, the number of Vice Chairmen of the Vietnam Fatherland Front and socio-political organizations (in merged places) compared to the expected number of deputy positions in the future is very large. Therefore, the Vietnam Fatherland Front and socio-political organizations need to proactively propose to the Standing Committee of the provincial and municipal Party Committees to arrange and reorganize appropriately.
For mass organizations assigned by the Party and the State, arrange mass organizations assigned by the Party and the State with overlapping functions and tasks; terminate the activities of ineffective organizations; merge organizations with similar objects, nature, and content of activities. The Standing Committee of the Provincial and Municipal Party Committees directs the implementation of procedures to transfer the Party organizations of mass organizations assigned by the Party and the State to be directly under the Party organization of the Party Committee of the Vietnam Fatherland Front at the same level.
