The house of Mrs. Nguyen Thi Yen (76 years old, a disabled veteran of category 2/4, residing in Vinh Ba village, Hoa Thinh commune) and her granddaughter, who suffers from congenital cerebral palsy, is located next to a rice field. On the night of November 19th, within just a few hours, floodwaters rose above the windows. Fortunately, in this dangerous situation, she was promptly evacuated by the local militia. After the rain stopped and the water receded, the commune's Military Command continued to mobilize manpower to help the family clear mud and debris, clean the house, and repair the electrical system. On the morning of November 23rd, a delegation from Military Region 5, led by Colonel Duong Hoang Toan, Deputy Head of Political Affairs of Military Region 5, visited, encouraged, and presented Mrs. Yen with essential supplies and two million dong. Across the rice field, the family of Mrs. Vu Thi Binh (76 years old, residing in Phu Dien Ngoai village, Hoa Thinh commune), a poor household with a son suffering from severe effects of Agent Orange, also received assistance and gifts from the soldiers.

In Hoa Thinh commune, under the command of Colonel, Specialist Doctor II Tran Manh Ha, Director of Military Hospital 87 (General Department of Logistics and Technology), four military medical teams with various vehicles, supplies, and specialized equipment quickly mobilized to set up checkpoints in deeply flooded villages and hamlets, organizing health check-ups, consultations, and providing free medicine to flood victims. In Tuy An Tay and Dong Xuan communes, mobile medical teams from the 2nd Division, 315th Division (Military Region 5), 78th Chemical Defense Battalion (Military Region 5 Staff), the Preventive Medicine Team, Military Hospital 17, and Military Hospital 13 (Logistics and Technology Department of Military Region 5) worked tirelessly through the night and day, determined to prevent the spread and outbreak of disease. With the support of local militia forces and youth union members, thousands of livestock and poultry that died due to flooding were also buried and disinfected by the army, minimizing the risk of environmental pollution.
Following the directives of the Ministry of National Defense , units under Military Region 5 coordinated with other units using helicopters, cars, canoes, and boats to transport and distribute nearly 6,000 gift packages directly to policy beneficiary families, poor households, and people in flood-stricken areas. Receiving the heartfelt gift from Colonel Phan Dai Nghia, Deputy Commander and Chief of Staff of Military Region 5, Mr. Ta Van Nang (87 years old, residing in Xuan Thanh 1 village, Tay Hoa commune) was moved: “At the concentrated flood evacuation site, we received care and encouragement from the soldiers and militia, ensuring three hot meals a day. When we had coughs, colds, headaches, or stomachaches, the military doctors examined us very attentively. 'A little help when you're hungry is worth more than a lot when you're full,' this gift is very meaningful to my family during this difficult time.”
Urgent measures needed to help people stabilize their lives.
The prolonged heavy rains over the past few days have caused dozens of schools and houses in Dak Lak to collapse. Along the roads, mud, branches, garbage, and household items swept away by the floodwaters lie scattered like a battlefield. At the request of the local authorities, three excavator crews from the 270th Engineering Brigade (Military Region 5) have been working in shifts, four teams, to construct, reinforce, and repair the roads damaged by the floodwaters.

In Hoa Thinh and Hoa Xuan communes, in addition to existing equipment and materials, the soldiers also borrowed nearly 60 modified carts and wheelbarrows from local residents to speed up the collection, transportation, and processing of mud and waste along the roads. Despite the hardships of cleaning their homes and dealing with the aftermath of the floods, many veterans, women's association members, and youth union members in the localities are still joining hands with the soldiers. Showing us textbooks and notebooks stained with mud, with torn covers and loose spines, Sergeant Doan Duy Hieu (888th Regiment, Dak Lak Provincial Military Command) said: “Currently, we are focusing on cleaning up the classrooms and schoolyards. Tomorrow, we will proceed with repairing and reinforcing the damaged windows, doors, and desks and chairs, helping the students return to school as soon as possible.”
Comrade Luong Nguyen Minh Triet, Alternate Member of the Central Committee of the Party, Secretary of the Dak Lak Provincial Party Committee, stated: “Dak Lak is the locality that suffered the heaviest losses in terms of human lives and property during the recent historic floods. Thanks to the care and attention of the Party and the State, with the involvement of the entire political system and the timely support and assistance of the Army, the Police, functional forces, and people nationwide, the Party committee, government, and people of Dak Lak are striving to overcome the most difficult and challenging period to gradually stabilize their lives. From the flood-stricken areas to the highlands, during times of natural disasters and calamities, the soldiers are standing shoulder to shoulder, giving the people great peace of mind and confidence.”
