Past the above time limit, but the vehicle owner does not carry out the procedures for revocation or hand over the vehicle registration certificate and license plate to the organization or individual receiving the vehicle ownership transfer to carry out the recall procedures, the vehicle owner will be fined.
At the same time, if the vehicle owner does not carry out the recovery procedures after transferring the vehicle ownership, he/she must be held responsible before the law for violations related to that vehicle.
The penalty for selling cars without returning number plates will be applied according to the provisions of Decree No. 100/2019 of the Government.
Specifically, for motorbikes, motorbikes will be fined from VND 800.000 to VND 2 million (individuals), VND 1,6 million to VND 4 million (organizations) for failing to comply with the revocation of registration papers and number plates. specified vehicle.
For cars, if this violation is committed, they will be fined from 2 to 4 million VND (individuals), from 4 to 8 million VND (organizations).

Notably, in case the buyer of the car with the winning number plate at the auction, he will not be able to transfer the ownership of the car with the winning license plate to another person.
