On November 16, Russia halted gas supplies to Austria due to payment issues, but continued to supply steady volumes to Europe via Ukraine after remaining customers expressed interest in purchasing.

On Friday (November 15), Austria announced that Russia had informed them that gas supplies would be halted following an arbitration ruling in favor of OMV, Austria's largest energy supplier, regarding Russia's Gazprom failing to provide sufficient gas to OMV's German subsidiary.

Accordingly, OMV stated that it had received a ruling from the International Chamber of Commerce (ICC) arbitration panel regarding the unstable gas supply from Gazprom Export, which ceased in September 2022.

The company was awarded $242 million (equivalent to €230 million), plus interest and legal costs, and will take the necessary steps to implement this ruling immediately.

On November 16, Austria's energy regulator E-Control announced that Gazprom's deliveries to OMV had stopped at 6:00 a.m. (0500 GMT), adding that prices and supply to Austrian customers remained stable.

OMV accounts for approximately 40% of Russia's gas flow through Ukraine, equivalent to 17 million cubic meters per day.

Gazprom declined to comment on the gas supply halt to Austria, but the company said it would deliver 42.4 million cubic meters of gas to Europe via Ukraine on Saturday (November 16), a volume comparable to any other day in recent months.

According to data compiled by Reuters , Russia transported approximately 15 billion cubic meters of natural gas through Ukraine in 2023, accounting for about 8% of Russia's peak gas volume to Europe via various routes in 2018 and 2019.

According to the International Energy Agency, in 2023, the Ukrainian transit route met 65% of the gas demand in Austria and its eastern neighbors, Hungary and Slovakia.
