According to Lieutenant Colonel Nguyen Thang Long, before Directive No. 19/CT-TTg of the Prime Minister on strengthening fire prevention and fighting for multi-storey houses, multi-apartment houses, individual houses combined with production and business (referred to as Directive 19) took effect, after inspecting more than 60,400 establishments, the functional forces recorded more than 15,700 establishments still having violations of fire prevention and fighting. Of which, more than 13,900 establishments were types of boarding houses, rooms for rent, 930 establishments were types of houses combined with production and business with high risk of fire and explosion.

Common violations include not ensuring escape routes, lack of fire prevention and fighting equipment and systems; unsafe electrical systems, overloaded electricity usage during peak hours, and residents living in boarding houses not being fully informed and equipped with fire prevention and fighting knowledge.
Since Directive 19 took effect, Ho Chi Minh City Police have directed police units and localities to continue to strengthen inspection, review, propaganda and guidance for establishments that still have violations of fire prevention and fighting regulations to promptly correct them.
To date, the number of establishments that do not meet fire prevention and fighting requirements has decreased by 61.5% compared to the time before Directive 19 was issued, to 5,155 establishments. Of these, there are 4,737 boarding houses, rental rooms and 418 houses combined with production and business.
According to Directive No. 19/CT-TTg of the Prime Minister on strengthening fire prevention and fighting for multi-storey houses, multi-apartment houses, individual houses combined with production and business, after March 30, 2025, mini apartments, houses combined with business, and boarding houses that do not complete the implementation of fire safety solutions will have to stop operating.
Lieutenant Colonel Nguyen Thang Long emphasized that the police units continue to closely monitor the area and facilities, monitor, urge and guide the owners of boarding houses, rental houses, houses combined with production and business with high risk of fire and explosion to immediately remedy existing violations, and complete them as soon as possible, without waiting until March 30, 2025. After that time, if fire safety is not ensured, operations must be stopped.
