The survey was chaired by Ngo Duy Hieu, Vice President of the Vietnam General Confederation of Labor.
According to a report by the Hanoi City Federation of Labor, the majority of workers and laborers are aware of their position and role in the reform process, the industrialization and modernization of the Capital and the country, trust in the leadership of the Party and the State, and always play a core role in the alliance of workers, farmers, intellectuals, and the great national unity bloc, making important contributions to socio -economic development and maintaining social order and security in the Capital.
However, legal understanding among some workers remains limited; the cultural and spiritual lives of workers have not received adequate attention due to the need to work overtime to increase income. Labor relations in many enterprises, especially in private and foreign-invested enterprises, still harbor many complex issues…
To overcome these limitations, the Hanoi City Federation of Labor will soon strengthen the organizational structure of the Trade Union, establishing commune and ward trade unions directly under the Hanoi City Federation of Labor, corresponding to the commune-level administrative system; ensuring the comprehensive leadership role of the Party over the Trade Union organization according to the two-tiered local government model. In particular, it will build a network of trade union officials to carry out propaganda work to meet the practical requirements of directing the Capital's Trade Unions at all levels to diversify forms of propaganda.
In addition, the Hanoi City Federation of Labor Unions has developed a program of coordination with Party committees, departments, and agencies of Hanoi City with the following key contents: Disseminating and implementing the Labor Code, Civil Code, Civil Procedure Code, Trade Union Law, Tax Law, Social Insurance Law, Health Insurance Law, etc.; regulations related to the legitimate rights and interests of workers and trade union organizations; coordinating the inspection and auditing of trade union fee payments; coordinating the monitoring and resolution of issues related to worker security, labor relations, labor disputes, collective work stoppages, and strikes at enterprises in the area.
The City Federation of Labor Unions has also focused on directing all levels of trade unions to implement activities contributing to building a healthy cultural environment, notably the emulation movements "Each grassroots trade union organizes one cultural and sports activity to improve spiritual life", "All people unite to build a cultural life", "Building new rural areas", "Civilized urban areas", "Excellent workers - Creative workers", "Civilized workplaces", "Building corporate culture", "Green, clean and beautiful offices"; and effectively implementing the two Codes of Conduct issued by the City People's Committee...
Currently, the entire city has 3,059 registered units that meet cultural standards for the 2023-2027 period. In early 2025, the Hanoi City Federation of Labor Unions will conduct assessments and evaluations to recognize 2,780 "Agencies, units, and enterprises that meet cultural standards" for the 2023-2024 period, including 539 agencies, 1,871 units, and 370 enterprises.
