According to the report of the Hanoi City Labor Federation, the majority of workers and laborers are aware of their position and role in the innovation, industrialization and modernization of the capital and the country, believe in the leadership of the Party and State, always play a core role in the alliance of workers, farmers, intellectuals and the great national unity bloc, making an important contribution to socio -economic development, maintaining order and social security in the capital.

However, the legal understanding of a part is still limited; the cultural and spiritual life of workers and laborers has not received appropriate attention because time outside of regular working hours must be spent on overtime to increase income. Labor relations in many enterprises, especially in private enterprises and enterprises with foreign investment capital, still have many potential complex developments...

To overcome these limitations, the City Labor Federation will soon consolidate the organization of the Trade Union, establish the Trade Unions of communes and wards under the Hanoi City Labor Federation, corresponding to the administrative system at the commune level; ensure the comprehensive leadership role of the Party over the Trade Union organization according to the two-level local government model. In particular, build a network of trade union cadres to do propaganda work to meet the practical requirements of directing all levels of the Capital Trade Union to diversify propaganda forms.

In addition, the City Labor Federation has developed a Program of coordination with Party committees at all levels, departments and branches of Hanoi city with the following key contents: Propagating and disseminating the implementation of the Labor Code, Civil Code, Civil Procedure Code, Trade Union Law, Tax Law, Social Insurance Law, Health Insurance Law, etc.; regulations related to the legitimate and legal rights and interests of workers and trade union organizations; coordinating the implementation of inspection and examination of trade union fee payment; coordinating to grasp the situation and resolve issues related to worker security, labor relations, labor disputes, collective work stoppages and strikes at enterprises in the area.

The City Labor Federation has also focused on directing trade unions at all levels to implement activities contributing to building a healthy cultural environment, notably the emulation movements "Each grassroots trade union has a cultural and sports activity, improving spiritual life", "All people unite to build a cultural life", "Building new rural areas", "Civilized urban areas", "Good workers - Creative workers", "Civilized offices", "Building corporate culture", "Green - clean - beautiful agencies"; well implementing the two sets of Codes of Conduct issued by the City People's Committee...

The city currently has 3,059 units registered to meet cultural standards for the 2023-2027 period. In early 2025, the Hanoi City Labor Federation organized the assessment, review, and recognition of 2,780 "Cultural standard agencies, units, and enterprises" for the 2023-2024 period, including 539 agencies, 1,871 units, and 370 enterprises.
