After the 9-day Lunar New Year holiday of the Year of the Horse, agencies, units, and construction sites resumed their daily work routines in the spirit of "celebrating the holiday briefly, starting work early, and getting straight to work," as stated in Document No. 01-CV/TW dated February 12, 2026, of the Secretariat of the Central Committee on continuing to implement Directive No. 55-CT/TW dated December 22, 2025, on organizing the Lunar New Year holiday of the Year of the Horse in 2026.
The Party Central Secretariat requested strict adherence to administrative discipline and Party discipline, ensuring that the holiday does not affect the progress of work, especially the implementation of the Resolution of the 14th Party Congress and the preparation for the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026-2031 term.
The previous year, the Year of the Snake (2015), witnessed many changes in organizational structure, mechanisms, and policies, such as the merger of ministries, departments, general bureaus, and divisions; the reorganization of the administrative apparatus at the provincial and commune levels, eliminating the intermediate district level; and the identification of the private sector as the strongest driving force for growth. The Year of the Horse (2016) marks the first year of the 14th Party Congress term, with the goal of achieving double-digit GDP growth, requiring strong determination in policy implementation.
The year 2026 is also expected to see the completion of many key projects such as Long Thanh Airport, Ben Luc - Long Thanh Expressway, Ho Chi Minh City Ring Road 3, and Hanoi Ring Road 4. In Official Dispatch No. 02/CD-TTg dated January 2, 2026, Prime Minister Pham Minh Chinh called on officials, civil servants, and workers to uphold the spirit of "overcoming the sun, conquering the rain, and not being defeated by storms" to accelerate progress and bring projects into operation as soon as possible.

The spirit of returning to work early also requires addressing the problem of "lingering during the Lunar New Year holiday," and the delay in returning to factories and offices after the Tet holiday. In previous years, job hopping or delaying the return to production has caused difficulties for businesses in personnel management, affecting business operations at the beginning of the year.
Prior to the Lunar New Year, the Ministry of Interior had forecasted labor market developments and guided localities in implementing comprehensive solutions to stabilize supply and demand.
In particular, localities continue to implement the Labor Market Development Project according to Decision No. 176/QD-TTg of 2021; ensure wage and bonus policies, especially in industrial parks and export processing zones; organize transportation for workers before and after Tet; and encourage businesses to announce "lucky money" bonuses when employees return to work. Trade unions at all levels also strengthen the organization of transportation and support for workers.
Experience after the Lunar New Year of 2025 shows that when properly cared for, the rate of workers returning to work in many localities reaches 96%, 97%, or even 100%, such as Hanoi, Ho Chi Minh City, Dong Nai, and Hai Phong.
During the Lunar New Year of 2026 (Year of the Horse), over 12 million union members, workers, and their relatives benefited from the welfare programs of the Trade Union organization. The Vietnam General Confederation of Labor, in coordination with Vietnam Airlines and the Vietnam Railways Corporation, organized "Trade Union Flights" and "Trade Union Trains" to support workers returning home and going back to work.
In Hanoi, approximately 60,000 union members and disadvantaged workers received Tet holiday assistance, prioritizing those who suffered work-related accidents or occupational diseases, were owed wages, were from families entitled to preferential policies, were ethnic minorities, or had not returned to their hometowns for many years.
In Quang Ninh, welfare activities were widely implemented; in the coal industry alone, in addition to the general bonus of 10 million VND/person, 45 units paid a 13th-month salary to 78,000 workers with a total amount of 955 billion VND. The total expenditure for workers during the Lunar New Year of 2026 in the entire industry reached 2,452 billion VND.
According to the Ho Chi Minh City Federation of Labor, more than 2.8 million union members and workers received Tet (Lunar New Year) support with a total budget of over 3,700 billion VND, of which the trade union budget contributed over 3,200 billion VND.
Ensuring the workforce returns to production fully and on time not only helps businesses stabilize operations but also strengthens the foundation for growth. Sustainable business development and good market adaptation are core elements for the national economy to maintain stable growth momentum in this pivotal year of the new term.
