On April 4th, the Provincial Civil Enforcement Department held a conference to review the work of civil enforcement and monitoring of administrative enforcement during the first six months of 2025 (from October 1st, 2024 to March 31st, 2025).
To implement the tasks, from the beginning of the year, the Department and the Provincial Enforcement Departments continued to proactively and comprehensively carry out their duties. Accordingly, leadership and management continued to be given attention and directed decisively, especially in directing the implementation of the Party and State's guidelines and policies related to civil and administrative enforcement; the Department's leadership focused on directing the implementation of targets and tasks in civil and administrative enforcement and resolving difficulties and obstacles arising from the Provincial Enforcement Departments in civil and administrative enforcement work.
The organizational structure of the provincial enforcement agencies continues to be strengthened and improved; administrative discipline and order are constantly being reinforced. Regulations on the management and use of finances, assets, and basic construction investment are being effectively implemented. Inter-agency coordination and cooperation with local Party committees and authorities continue to receive attention from leaders at all levels and sectors. The leadership of the Department consistently prioritizes the dissemination, guidance, and education of political ideology and ethical qualities among civil servants and enforcement officers. The fight against corruption and negative practices, as well as other aspects of enforcement work, are being implemented comprehensively.
In the first six months of the year, units throughout the provincial enforcement system handled a total of 6,377 cases, including 3,798 newly received cases (a decrease of 484 cases, or 11.3%) compared to the same period in 2024. After deducting cases entrusted to the system and cases where enforcement decisions were revoked or canceled, the remaining cases to be enforced amounted to 6,351. Of these, 5,067 cases were deemed enforceable (a decrease of 182 cases compared to the same period), and the units have completed the enforcement of 2,887 cases, achieving 67.8% of the annual plan as assigned by the General Department of Enforcement.
Regarding monetary matters, the total amount resolved exceeded 10,286.9 billion VND, of which over 7,774.3 billion VND was newly received, an increase of 6,889.8 billion VND compared to the same period in 2024. The amount with enforceable conditions exceeded 8,521.7 billion VND, an increase of 295% compared to the same period in 2024. At the review meeting, units within the provincial civil judgment enforcement system discussed various issues related to professional activities in civil judgment enforcement and monitoring of administrative judgment enforcement; analyzed and evaluated the results achieved, and frankly pointed out existing shortcomings and limitations in the work. From there, they analyzed the causes, proposed tasks and solutions to decisively lead and direct, ensuring the successful completion of assigned targets and tasks in the coming period.
In 2025, while the number of cases handled may decrease, the amount of money involved will increase many times over in terms of asset value, as well as the complexity, creating considerable difficulties for the enforcement of judgments. In light of this situation, the leadership of the Department of Judgment Enforcement has requested that specialized departments and units focus on implementing comprehensive solutions, further enhancing the responsibility of heads of departments in directing and carrying out official duties to improve the effectiveness of judgment enforcement and administrative judgment enforcement monitoring, and striving to complete all assigned targets and tasks for 2025.
