In 2024, closely following the directives of the Central Government and the province, the Provincial Civil Judgment Enforcement Department (THADS) developed specific programs and plans, focusing on leading and directing the implementation of civil judgment enforcement tasks, striving to successfully complete the assigned targets and tasks.

Determining the implementation of enforcement targets and tasks in 2024 is extremely difficult, while the number of cases requiring enforcement is increasing (the number of new cases received in 2024 is 7,553, an increase of 1,151 cases (18%) compared to the same period in 2023). Therefore, from the beginning of the year, the leadership of the Provincial Enforcement Department has resolutely directed and fully and promptly implemented the directives from higher levels; proactively urged and directed subordinate units to focus on implementing the work plan; required heads of units to review and classify enforcement files to ensure accuracy; focused on resolving cases that are eligible for enforcement; and cases involving the recovery of money and assets lost to the State in criminal cases related to corruption and economic crimes. The Department identifies the guidance and direction of enforcement work as one of its important tasks. The Department's leadership continues to implement the guidance process within the Enforcement System. Strict adherence to the procedures for organizing enforcement within the Enforcement Agency and the procedures for appraising and auctioning assets for enforcement is emphasized. The Department continues to ensure that the Provincial Enforcement Sub-departments adhere to these procedures, especially in the appraisal and auctioning of assets. For large and complex cases, the Department convenes meetings of the Enforcement Council and inter-agency meetings. If there is no consensus, a written request for guidance from the General Department of Enforcement is submitted. This contributes to the effective handling of large or difficult enforcement cases.

In addition, enhanced inspections and self-inspections have uncovered shortcomings and violations by units and enforcement officers. This allows for an accurate assessment of the situation and work performance of the units, the management and leadership capabilities of the heads of the sub-departments, and a realistic evaluation of the results and progress of case resolution by enforcement officers, as well as the effectiveness of the work of inspectors, secretaries, and enforcement officers. Based on this, it helps the leadership of the Provincial Enforcement Department to direct and contribute to the completion of the overall tasks of the entire province; and to promptly detect, correct, and handle violations in accordance with the law, if any.
100% of the cases requiring enforcement have been decided upon in accordance with the law. The verification of enforcement conditions and the classification of civil judgments into those that are enforceable and those that are not have the conditions for enforcement have been carried out accurately and in accordance with the law.
The units proactively coordinate closely with functional agencies and mass organizations; apply comprehensive solutions to effectively organize the enforcement of judgments; organize the signing of emulation agreements and launch emulation movements. Continue to promote administrative reform, strengthen the application of information technology in management, direction, operation and organization of judgment enforcement, ensuring transparency, accountability, and upholding the spirit of serving the people and businesses.

In the 2024 working year (from October 2023 to the end of September 2024), the units in the provincial civil judgment enforcement system handled a total of 9,663 cases requiring resolution, corresponding to over 4,606.4 billion VND. The total number of cases to be enforced was 9,611 (corresponding to 3,352.8 billion VND); of which 8,190 cases (1,486.6 billion VND) were eligible for enforcement. The units completed the enforcement of 7,002 cases (corresponding to over 773.8 billion VND); an increase of 10.8% in cases and 50.3% in money compared to the same period in 2023, and exceeding the targets set by the General Department by 1.85% in cases and 5.41% in money.
Specifically, regarding debts owed to credit institutions, 66 out of 213 enforceable cases have been completed; the recovery of assets seized or lost in criminal cases related to corruption and economic crimes has reached 107 out of 131 enforceable cases; and the civil aspects of criminal judgments against convicts have been completed in 1,618 out of 1,840 enforceable cases.
The provincial enforcement agencies issued decisions to enforce judgments in 329 cases, including 2 enforcement actions that required the mobilization of inter-agency forces. All enforcement actions were carried out safely and successfully.
Overcoming numerous difficulties and the efforts of the entire provincial enforcement agency system, the province's civil and administrative enforcement work has achieved and exceeded targets and tasks, contributing to maintaining political security, social order and safety, and promoting economic, cultural, and social development in the locality.
