At its 34th session (the year-end thematic session), the Quang Ninh Provincial People's Council delegates reviewed a resolution stipulating a number of support policies for preschool, primary, secondary, and continuing education institutions in Quang Ninh province, from the 2025-2026 school year to the 2030-2031 school year.
This resolution stipulates seven main policy groups to support preschool, primary, secondary, and continuing education institutions in the province. Specifically, it provides one set of textbooks free of charge per school year for primary, secondary, and high school-level continuing education students starting from the 2026-2027 school year.

Quang Ninh province is allocating over 400 billion VND to support students in the province from the 2025-2026 school year to the 2030-2031 school year.
Support of 360,000 VND/child/month for lunch for preschool children residing in ethnic minority and mountainous communes or island communes; receiving monthly social welfare benefits; belonging to poor or near-poor households; being disabled; children of martyrs, children of Heroes of the People's Armed Forces, children of war invalids, children of other policy beneficiaries as prescribed; having a father or mother who suffered a work accident or contracted an occupational disease and receives regular allowances (collectively referred to as vulnerable and priority groups); support for educational institutions with funding for cooking staff at a rate of 4.68 million VND/45 children/month, 5 schools/1 rate; funding for summer classes at 1.125 million VND/day/30 kindergarten children or 20 nursery children, along with electricity and water costs according to the rate.
Providing a lunch allowance of 400,000 VND/month for primary school students residing in villages and communes in ethnic minority and mountainous areas or island communes, as well as for vulnerable and priority groups; supporting educational institutions with funding for meal services at a rate of 2.34 million VND/month/35 students, 5 school locations/1 rate; student management expenses at the same rate as meal service expenses, along with electricity and water costs at the same rate.
Support for students residing in ethnic minority and mountainous areas or island communes, whose homes are far from school (4km or more for primary school, 7km or more for secondary school, and 10km or more for high school, or who have to travel through difficult terrain and transportation, making it impossible to travel to and from school on a single day) is provided at 936,000 VND/person/month for accommodation and meals, with a budget of 2.34 million VND/month/15 students for cooking services, student management costs, and electricity and water; or support for daily transportation with a maximum of 510,000-730,000 VND/student/month depending on the grade level.
Tuition fee support will be provided to high school students and secondary school trainees studying at private institutions who are from disadvantaged and priority groups, or who reside in Thong Nhat commune and are admitted to Thong Nhat High School according to the annual quota, at the actual tuition fee level but not exceeding 936,000 VND/student/month.
Financial support of 150,000 VND per student/trainee per month is provided for disadvantaged and priority groups.
Provide financial support to the Provincial Sports Training and Competition Center for transporting gifted students and athletes, with a maximum allowance of 500,000 VND per student per month.
It is estimated that the total budget for Quang Ninh to implement the above policies is over 400 billion VND to support more than 340,000 children, students, and trainees per academic year.
