On the morning of June 22, the Provincial Police Party Committee held a mid-term review conference to implement the Resolution of the 14th Provincial Police Party Congress, term 2020-2025 and review the Party work in the first 6 months of 2023. Colonel Dang Trong Cuong, member of the Provincial Party Standing Committee, Party Secretary, Director of the Provincial Police Department chaired the conference.
During the past half term, the Party Committee and the Standing Committee of the Provincial Police Party Committee have closely followed the goals, key tasks, and breakthrough tasks set forth in the Resolution of the 14th Provincial Police Party Congress, actively innovated working methods, focused on leading and directing the comprehensive and specific implementation of all aspects of work, with focus and key points.
In which, it focuses on advising the Provincial Party Committee, Provincial People's Committee, and Provincial Steering Committees to effectively lead and direct the implementation of security and order work and the mass movement to protect national security.
Party building and force building work are always given importance, ensuring the direct leadership role of Party committees at all levels in public security work. Discipline and order are enhanced, contributing to building a "Cultural unit, exemplary in implementing the Public Security Regulations".
During the past half term, the Provincial Police Party Committee admitted 111 outstanding people into the Party, reaching 92.5% of the target of the 14th Congress Resolution (120 party members) and 78.1% of the target assigned by the Provincial Party Committee.
The rate of investigation and solving cases exceeded the set target and was higher than the same period. Since the beginning of the term, the provincial police force has investigated and solved 93% of cases (exceeding the target by 18%), of which 100% of serious cases were solved (exceeding the target by 10%); no wrongful convictions of innocent people occurred, and errors were minimized. Ninh Binh is the 5th province in the country to complete the target of issuing electronic chip-embedded ID cards.
The movement of the entire people to protect national security has developed in both breadth and depth with many typical models, including 4 effective models and methods that have been popularized nationwide. Over 4,000 collectives and individuals with outstanding achievements have been commended at all levels. In the 3 years from 2020 to present, the Provincial Public Security Party Committee has been classified by the Standing Committee of the Provincial Party Committee as "Excellently completing its tasks"...
With active and effective participation, the provincial police force has made an important contribution to maintaining the stability of security and order, preventing sudden and unexpected incidents; ensuring internal political security, security in the fields of religion, economy, information and communication, social security, and network security, bringing a peaceful life to the people, contributing significantly to promoting local socio-economic development.
The conference also reviewed the Party's work in the first 6 months of 2023 and deployed tasks for the last 6 months of 2023.
At the conference, delegates focused on discussing and clarifying the achievements, limitations and causes in leadership, direction and implementation of the Resolution of the 14th Provincial Public Security Party Congress.
Many delegates also proposed many solutions to successfully implement the set goals and resolutions. At the same time, they proposed solutions to complete the Party's work tasks in the last 6 months of 2023.
Speaking at the conclusion of the conference, Colonel Dang Trong Cuong, member of the Provincial Party Standing Committee, Party Secretary, Director of the Provincial Police Department acknowledged and commended the achievements of the Party cells, grassroots Party committees and all Party members, officers and soldiers in the Party work in the first 6 months of 2023 and the results of the first half of the term in implementing the Resolution of the 14th Provincial Police Party Congress.
Frankly pointing out the limitations and causes, the Party Secretary and Director of the Provincial Police Department requested Party committees at all levels to focus on overcoming them. Noting the advantages, difficulties and challenges facing the police force as well as the work of ensuring security and order in the new situation; in order to successfully complete the goals set out in the Resolution of the 14th Provincial Police Party Congress, he suggested that in the coming time, the Provincial Police Party Committee should focus on performing well a number of key tasks, namely: Advising on the effective implementation of Project No. 70 dated March 15, 2023 of the Provincial People's Committee on promoting the building of a truly clean, strong, disciplined, elite and modern Ninh Binh police force, meeting the requirements and tasks in the new situation. Strongly launching the emulation movement for national security associated with replicating advanced models in the force.
Continue to improve the quality and effectiveness of professional work; proactively launch high-point campaigns to attack, suppress, and hunt down criminals by topic and subject. Continue to grasp the situation, closely follow the area, and ensure security in all areas.
Synchronously deploy solutions to improve the leadership capacity and fighting strength of grassroots party organizations. In particular, continue to innovate leadership methods; pay attention to quickly and thoroughly solving urgent tasks, while focusing on leading and directing long-term basic tasks; pay attention to political and ideological education, discipline, etiquette, and working style; strengthen inspection and examination work, promptly and strictly handle violations...
Urgently reorganize the apparatus and personnel work according to the direction of the Ministry of Public Security. Tighten discipline and order while paying attention to planning and training of cadres at all levels, especially at the grassroots level.
Promote the inspection, guidance and supervision role of professional departments for police units in the province; proactively ensure information technology, telecommunications and cryptographic systems to meet information and communication requirements; implement tasks of building e-Government and the Digital Transformation Program in the People's Public Security.
