
The conference was held in person at the headquarters of the Supreme People's Procuratorate , connecting to online locations within the procuratorial system.
The preliminary report on one year of operation of the three-level People's Procuracy system (from July 1, 2025 to May 31, 2026) affirms that the Party Committee and Standing Committee of the Party Committee of the Supreme People's Procuracy have always received the direct and regular leadership and guidance of the Politburo , the Secretariat, and the Party Committees of the Central Party agencies; close coordination with central ministries, departments, and agencies, and local Party committees; and the support of the people in the fight against corruption, waste, and negative phenomena. This is an important favorable condition for the Party Committee of the Supreme People's Procuracy to comprehensively implement political tasks, Party building work, sector building, and operate the new three-level system model.
In strict implementation of Resolution No. 18-NQ/TW of the Central Committee of the Communist Party of Vietnam, the Standing Committee of the Party Committee of the Supreme People's Procuracy has focused on leading and directing the review, arrangement, and consolidation of the organizational structure within the people's procuracy sector to ensure a streamlined, effective, and efficient operation, in line with practical realities, while simultaneously reducing staffing levels, restructuring, and improving the quality and effective utilization of cadres, civil servants, and public employees.
Establish a comprehensive institutional system with clear decentralization of authority, ensuring consistent application in practice. Innovate management and operational guidance in conjunction with administrative and judicial procedure reforms; increase investment in and application of information technology in the activities of the People's Procuracy.
The process of reorganizing and streamlining the organizational structure and reducing the workforce was quick and efficient, achieving high consensus throughout the sector, without prolonged complaints or denunciations; difficulties and obstacles that arose were promptly addressed and resolved.
Immediately after the reorganization and streamlining of the organizational structure, the entire sector quickly stabilized its operations, ensuring no disruption to professional work occurred.
In particular, with the transformation of the four-level People's Procuracy model into a three-level model, the People's Procuracy sector has not only reduced intermediate levels, shortened case processing time, and streamlined the apparatus, but also optimized judicial human resources and leveraged the advantages of the new model, especially the People's Procuracies in regions and provinces that have been merged, ensuring similarity in staffing size and workload.
The number of provincial People's Procuratorates was reduced from 63 to 34, and the number of district-level People's Procuratorates was reduced from 693 to 355 regional People's Procuratorates. This significantly reduces the number of administrative units, streamlines staffing in other professional positions (clerical, accounting, treasury, etc.), and saves on operating costs and facilities.
Eliminating intermediate layers shortens the coordination process, contributing to faster, more flexible, higher-quality, and more responsible performance of functions and tasks; enhances objectivity, independence, and accountability in judicial activities, overcoming local parochialism; and creates a focused leverage for digital transformation and modernization.
It can be affirmed that the operation of the three-tiered People's Procuracy model is not simply a mechanical merger, but also helps the people's procuracy sector operate with a more streamlined, professional, transparent, and objective apparatus, better meeting the requirements of protecting justice and human rights in the new era.

In his concluding remarks at the conference, Comrade Nguyen Huy Tien stated that this conference was of great importance in reviewing the resolutions, conclusions, directives, and regulations of the Central Committee and the General Secretary 's instructions on the first year of operation of the political system and local government at two levels; evaluating leadership, guidance, and implementation results; identifying strengths, weaknesses, and causes in the first year of operation of the three-level People's Procuracy system; orienting tasks and solutions for the 2026-2031 period; proposing and discussing difficulties and obstacles in the implementation process; and simultaneously proposing tasks and solutions to the competent authorities to remove bottlenecks. The conference also aimed to gather opinions on major policies to amend and supplement the Criminal Procedure Code and other tasks.
Reviewing the achievements after one year of operation of the three-level People's Procuracy system, the Chief Procurator of the Supreme People's Procuracy, Nguyen Huy Tien, also noted a number of key tasks and solutions for the entire sector to implement in the coming period.
In this context, it is necessary to continue innovating in management, direction, and operation. Leaders must play a leading role, be proactive, thorough, and promptly address difficulties and obstacles arising in practice, ensuring that all tasks are concretized in a way that clearly defines the work, the responsibilities, the timeline, and the results.

Furthermore, it is necessary to continue improving institutional development; focusing on streamlining the organizational structure of the People's Procuracy at all levels to ensure efficient and effective operation, coupled with innovation in leadership methods and the promotion of democracy; implementing reforms in personnel evaluation methods to ensure a workforce with sufficient qualifications and capabilities; accelerating comprehensive digital transformation; and strengthening coordination between the People's Procuracy and local Party committees, governments, and judicial agencies to promptly exchange information and resolve emerging difficulties and obstacles.
Chief Prosecutor of the Supreme People's Procuracy Nguyen Huy Tien expressed confidence that, with a spirit of unity and innovation, the entire sector will continue to develop many effective methods and best practices to contribute to ensuring the continuous, smooth, and efficient operation of the People's Procuracy at all three levels in the future.
At the conference, the Director of the Supreme People's Procuratorate awarded Certificates of Merit to 9 collectives and 18 individuals for their outstanding achievements in operating the three-level People's Procuratorate system.
