The Center for Disease Control (CDC) of Soc Trang province refused to receive 1,000 doses of rabies vaccine because they were not transported by specialized vehicles and were not stored safely.
On May 28, Mr. Vo Quang Ha, Deputy Director of CDC Soc Trang, said that this amount of vaccine, packaged in two packages, worth nearly 160 million VND, was returned to the supplier, Bien Loan Pharmaceutical Company Limited in Ho Chi Minh City.
According to Mr. Ha, three days ago, CDC Soc Trang received two packages of Speeda rabies vaccine transported from Ho Chi Minh City by public transport vehicle. One package contained 100 doses of vaccine without a temperature monitoring device during transportation. The second package contained 900 doses of vaccine with a temperature monitoring device reading of +15 degrees Celsius, while the vaccine storage conditions according to safety regulations are from 2 to 8 degrees Celsius.
"The conditions for storing and transporting the vaccine batch were not guaranteed," Mr. Ha said, adding that to ensure the health safety of people when vaccinated, the CDC asked the supplier to take back the two packages.
The CDC's return of the goods is in accordance with the vaccine supply contract, according to Mr. Ha. "The contract states the conditions for delivery by specialized vehicles and specific storage temperatures. Based on this provision, the two packages do not meet the storage and transportation conditions, so they cannot be accepted," Mr. Ha said, adding that Bien Loan has not yet responded to the incident.
This is the CDC Soc Trang service vaccine obtained through a procurement bid. Bien Loan Pharmaceutical Company Limited won the bid to supply a total of 4,000 doses to the unit.
Rabies vaccine is given to people who have been scratched or bitten by animals (dogs, cats, rats, insects, etc.) to prevent rabies. The vaccination schedule consists of three basic doses on days 0, 7, and 28 from the date of being scratched or bitten by an animal; a booster shot is given after one year, then a booster shot every 5 years. This is the only way to prevent the disease. Once rabies has occurred, the mortality rate is 100%.
The safety conditions for vaccines are to be stored at a temperature of 2 to 8 degrees Celsius in the refrigerator, not frozen and stored in a box away from sunlight.
