On the evening of October 25th, the first preliminary round of the competition to learn about the Law on Implementing Democracy at the Grassroots Level took place at the Phu Xuyen District Central Stadium. Six units from Cluster 4 of the Hanoi City Fatherland Front (MTTQ TP) participated: Phu Xuyen, Ung Hoa, My Duc, Chuong My, Thuong Tin, and Thanh Oai.

In accordance with the Plan of the Steering Committee for the Construction and Implementation of Grassroots Democracy Regulations in Hanoi City and the Plan of the Standing Committee of the Vietnam Fatherland Front Committee of Hanoi City on organizing the "Understanding the Law on Grassroots Democracy" Contest in Hanoi City in 2024, the contest, chaired by the Vietnam Fatherland Front Committee of Hanoi City, will be held in two forms: online and staged.

The online competition was held from September 1st to September 30th, 2024, over four weeks, with 658,135 participants. The staged competition was organized at the city level with two rounds. The preliminary round consisted of five competitions corresponding to the five emulation clusters of the City's Fatherland Front to select outstanding teams to participate in the final round.

According to the leaders of the Vietnam Fatherland Front Committee of Ho Chi Minh City, the Law on Implementing Democracy at the Grassroots Level is an important legal document that concretizes the people's right to self-governance, ensuring that citizens participate in the process of social and state management, thereby strengthening the people's supervision of the activities of local authorities.

Implementing grassroots democracy effectively is not only a responsibility but also a right of each individual, contributing to building a transparent, honest, and efficient administration; and implementing the motto "the people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit." In the current context, effectively implementing grassroots democracy not only helps strengthen the people's trust in the Party and the State, but also serves as a driving force for sustainable and comprehensive development.

The "Law on Implementing Democracy at the Grassroots Level" knowledge contest in Hanoi in 2024 is one of the activities of the Vietnam Fatherland Front at all levels in Hanoi aimed at widely disseminating the Law on Implementing Democracy at the Grassroots Level, celebrating the success of the Vietnam Fatherland Front Congress at all levels for the 2024-2029 term, commemorating the 70th anniversary of the Liberation of Hanoi and the 94th anniversary of the Vietnam Fatherland Front's traditional day.

The contestants participated in the first preliminary round of the competition to learn about the Law on Implementing Democracy at the Grassroots Level, held in Phu Xuyen district.

The competition is not only an opportunity to learn more about the contents of the Law, but also a chance to strengthen the spirit of learning, exchange, and sharing practical experiences in the process of implementing democracy at the grassroots level. This is also a meaningful activity to promote propaganda and create conditions for cadres, civil servants, employees of agencies, units, localities, and citizens and businesses in the city to access, understand, and improve their knowledge of the Party's guidelines, State policies and laws on grassroots democracy, especially the Law on Implementing Democracy at the Grassroots Level.
