Strengthen inspections and crack down on violations.
Recently, the Smart City Monitoring and Management Center reported illegal land reclamation and exploitation in Quang Loc village, Son Thuy commune, A Luoi district. Residents complained that the use of heavy machinery such as excavators and trucks to illegally excavate and transport soil away from the site poses a risk of environmental pollution, soil deformation, and public outrage. This activity continued for several days at the end of March, with numerous trucks (dump trucks) entering and leaving Quang Loc village to illegally excavate soil day and night.
Immediately after receiving the complaint, the People's Committee of Son Thuy commune directed the commune's land administration, agriculture , construction, and environment officials to conduct a field inspection and confirmed the illegal land exploitation as reported by the residents. Following the inspection of the land plot belonging to Ms. NTN, residing in Quang Phu village, Son Thuy commune, the People's Committee of Son Thuy commune issued a warning and ordered the cessation of illegal land exploitation, requesting that all vehicles leave the area.
Previously, on March 26, 2025, Ms. NTN submitted a petition to the People's Committee of Son Thuy Commune and the Department of Agriculture and Environment of A Luoi District stating that her family was preparing to build a house. However, due to the steep slope of the land, which posed a risk of landslides affecting the lives and property of the family, they requested permission to improve the land, excavating a portion of the area to create a level surface and prevent landslides during house construction. Currently, this household has stopped excavating the land.
The Son Thuy commune authorities affirmed that in the coming time, they will continue to direct officials, civil servants, and the commune's police force to strengthen inspection and supervision. If violations are detected, they will be handled according to the law.
In addition to exploiting land for house construction, some organizations and individuals are also illegally reclaiming and exploiting land along National Highway 49 and the Ho Chi Minh Highway, posing a risk of land deformation, landslides, and affecting vital transportation routes passing through the district.
High demand for fill soil.
At the end of 2024, the Binh Dien Road Management Unit (Thua Thien Hue Road Management and Construction Joint Stock Company) recorded a violation of regulations on the management and protection of road infrastructure by a household in Hong Ha commune, A Luoi district. Specifically, at KM 57+490 on National Highway 49, passing through Hong Ha commune, Mr. LVS's household (Hong Ha commune, A Luoi district) had leveled the ground on road land, violating the road safety corridor.
Immediately afterwards, the Binh Dien Road Management District coordinated with the People's Committee of Hong Ha Commune, A Luoi District, to draw up a report on the violation. The authorities suspended the violation and requested Mr. LVS to cease the illegal activity, voluntarily dismantle and remove the structure, repair the damage, and restore the road safety corridor area to its original state.
Most recently, on April 9th, the People's Committee of A Luoi District issued a decision to impose an administrative fine of 90 million VND on Thanh Dat Joint Stock Company for illegal land exploitation. Thanh Dat Joint Stock Company was fined for illegally exploiting mineral resources for common construction materials (landfill soil) without using industrial explosives and without a mining license from the competent state authority.
In addition, the authorities also ordered Thanh Dat Joint Stock Company to implement measures to rehabilitate and restore the environment in the exploited area, bring the mining area back to a safe state, and return the illegal profits obtained from the violation, amounting to more than 77 million VND.
Mr. Ho Dung, Head of the Agriculture and Environment Department of A Luoi District, said that from national target programs, the city, and the district budget, A Luoi is currently investing in many key projects, including transportation infrastructure projects. Therefore, the demand for fill soil to serve these construction projects is quite high. However, A Luoi District has not yet been granted a mining license for construction materials by the city, despite numerous requests from the local authorities. Currently, relevant agencies are finalizing procedures and proposing the granting of a fill soil mining license in the A Luoi town area to supply construction materials for these projects.
According to the Project Management Board for Investment and Construction in A Luoi District, the total resources for integrating the three National Target Programs in A Luoi District amount to over 632 billion VND. The district is currently implementing many key infrastructure projects, resulting in a significant demand for fill soil. For many years, fill soil for construction projects in the district has primarily been extracted from the overburden of the A Rang quarry in Son Thuy commune. The Project Management Board hopes that the licensing of the fill soil quarry will be approved soon to help the locality, investors, and construction units proactively secure fill materials for ongoing construction projects in the district. |
