Voters in many localities continue to complain that the process of issuing land use right certificates to people is currently slow, involves too many procedures, requires people to travel back and forth multiple times, and wastes time, money, and effort. They request that the Provincial People's Committee direct relevant units and localities to address these shortcomings and expedite the issuance of land use right certificates to the people.
Regarding this matter, the Provincial People's Committee issued Decision No. 69, dated January 13, 2025, on promulgating the Regulations on coordination between the Land Registration Office under the Department of Natural Resources and Environment and relevant agencies, units, and localities in resolving administrative procedures in the field of land in Quang Nam province.
Based on the coordination regulations and provisions in the provincial-level administrative procedures set forth in Decision No. 1988 dated August 23, 2024, of the Quang Nam Provincial People's Committee, Decision No. 375 dated October 18, 2024, of the Department of Natural Resources and Environment, and according to the 2025 work plan; the Department of Natural Resources and Environment has directed the Quang Nam Land Registration Office to coordinate with district-level People's Committees to organize training sessions to address difficulties and obstacles related to the implementation of the 2024 Land Law for the Land Registration Office branches, specialized departments at the district level, and commune-level People's Committees.
Simultaneously, inspection teams were established to strengthen supervision and management, promptly directing the Land Registration Office branches to issue land use right certificates and register land changes for the people in accordance with regulations, minimizing delays in handling administrative procedures and avoiding inconvenience to the people.
According to current regulations, cadastral mapping is not included in the administrative procedures for land as stipulated in Article 223 of the 2024 Land Law; there is no time limit for carrying out the mapping as stipulated in Article 22 of Decree No. 101, dated July 29, 2024, and the mapping time is not included in the time for carrying out the administrative procedure as stipulated in point e, Clause 5, Article 12 of Government Decree No. 102, dated July 30, 2024.
The Department of Natural Resources and Environment has directed the Land Registration Office to develop a process for soliciting opinions from departments, agencies, and district-level People's Committees, and to further refine it for approval so that it can be implemented uniformly throughout the province in the first quarter of 2025.
With the implementation of the regulations of the 2024 Land Law, the coordination process, the administrative procedures for land, the surveying process, and the decisive direction of the Department of Natural Resources and Environment, the situation of delays, excessive procedures, wasted time and money, and wasted effort of people in obtaining Certificates of Land Use Rights and Ownership of Assets Attached to Land will be overcome in the coming time.
