Following the historic floods, what the people needed most was not just immediate assistance, but a strong, swift, and sustainable policy to help them settle down and stabilize their lives. Upholding the tradition of "national solidarity and brotherhood" in this context, a program to support the construction and repair of houses for people in disaster-stricken areas was launched under the direct guidance of Prime Minister Pham Minh Chinh , and named "Quang Trung Campaign." At the ceremony, Colonel Vo Duy Dien stated: "The historic 'floods upon floods, storms upon storms' that occurred in late October and November 2025 caused exceptionally serious damage to people and property in the three provinces of Gia Lai, Dak Lak , and Khanh Hoa."

Natural disasters have passed, leaving behind pain, loss, and countless worries for thousands of families. At this critical moment, with only two months remaining until the Lunar New Year of the Horse 2026, the Party and State have implemented many decisive policies and actions, racing against time to help the people overcome difficulties, quickly restore production, stabilize their lives, and celebrate the traditional New Year. On November 30, 2025, Prime Minister Pham Minh Chinh launched the "Quang Trung Campaign," a rapid effort to build and repair houses for families affected by natural disasters in the Central region. This is a special campaign, a campaign without gunfire, but one that must be victorious, a resounding victory; a campaign of human compassion, deeply humane; reflecting the noble nature of the socialist regime. Upholding the fine traditions of the heroic Vietnam People's Army, an army that originates from the people and fights for the people, and fulfilling the functions and tasks of a fighting force, a working force, and a productive labor force, the 2nd Division, under the direction of the Military Region Command and with the close and timely coordination of local Party committees, governments, departments, and organizations, focused its leadership and guidance on the implementation of the Quang Trung Campaign with the motto "do it immediately, do it quickly, do it on schedule, do it with quality and effectiveness," considering the task of helping the people rebuild new houses and repair houses damaged by storms and floods as "a command from the heart." The Division mobilized 1,155 officers and soldiers; deployed 1 technical team; 83 construction teams; 38 house repair teams; and 7 teams for dredging irrigation canals in the fields. The division organized field encampments at 32 locations across six communes in Dak Lak province to support the construction and repair of houses for the people. The officers and soldiers of the division carried sacks of cement, hoisted sheets of corrugated iron, and transported materials along muddy roads; their calloused hands erected pillars and roofed houses. The sounds of hammers, saws, and concrete mixers echoed incessantly, reflecting the urgent rhythm of an unprecedented campaign. In just over a month of implementing the "Quang Trung Campaign," the division completed and handed over 92 houses (exceeding the planned target by 9); repaired 38 out of 38 severely damaged houses; and repaired over 27km of damaged irrigation canals, ensuring the people could start their new planting season on time. In addition, the unit also helped local people overcome landslides, repair 44 more houses, level the ground, and clean public areas with more than 1,300 man-days of work. The Party Committee, the Division Command, and the units under the Division donated 40 32-inch televisions, 56 sets of pots and pans, 4 gas stoves, 50 electric fans, and 39 clocks (with a total value of nearly 230 million VND) to the families receiving new houses. This is a practical political and social action, demonstrating "national solidarity and brotherly love," the sense of responsibility, and the profound sharing of the officers and soldiers of the Division, always standing side by side with the people, with the spirit of national unity and strong military-civilian ties, so that people can quickly stabilize their lives, restore production, and confidently celebrate Tet, looking forward to the future. The achievements are measured not only by the quantity and volume of work done, but also by the deep bond between the military and the people, by the emotion, the trusting eyes, and the radiant smiles of the local people. That is the most precious reward for every officer and soldier of the 2nd Division.

It was a campaign of hope, a growing belief in a compassionate, resilient, and enduring Vietnam, where, in every challenge, the people always feel the sharing of love and the warmth of brotherhood, while simultaneously spreading the bond between the military and the people, and promoting the strength of national unity.
