Use 75% recycled materials in national highway maintenance

(Chinhphu.vn) - Currently, all national highway maintenance projects have applied scraping and recycling technology, in which hot recycling has a recycling standard of 50% (utilizing 50% of aggregate). This year, the Vietnam Road Administration will propose the Department of Science, Technology, Environment and Construction Materials to cooperate with Japanese partners to study and increase the recycling rate to 75%.

Upgrading roads with hot recycling technology at Noi Bai airport

On July 14, Minister of Construction Tran Hong Minh chaired a meeting to direct agencies and units to deploy urgent tasks in the construction sector, focusing on effectively implementing Resolution 57 of the Politburo on breakthroughs in science and technology development, innovation, national digital transformation and Directive 20 of the Prime Minister on a number of urgent tasks, addressing environmental pollution.

All highway maintenance projects apply scraping and recycling technology.

Regarding breakthrough solutions for smart urban construction, Minister Tran Hong Minh requested specialized management departments and related units to research and develop standards and regulations for synchronous planning of underground systems, drainage systems for wastewater treatment, power lines, sidewalks, research the use of new, environmentally friendly materials; apply technology to scrape and recycle road surfaces in urban areas and on national highways.

"Design standards and regulations must be carefully studied from the smallest construction items such as manhole systems on the streets, construction specifications, distances appropriate to the intensity of rain in each area... to contribute to solving the situation of "every rain causes flooding" in large cities. At the same time, the construction of underground works must be synchronized with the construction of traffic infrastructure, not allowing the situation of roads being dug up to repair other works right after they are completed," the Minister noted.

Reporting to the Minister, Mr. Bui Quang Thai, Director of the Vietnam Road Administration, said that at present, all national highway maintenance projects have applied scraping and recycling technology, in which hot recycling has a recycling standard of 50% (utilizing 50% of aggregate).

Hot recycling technology is a method of regenerating old road surfaces by using heat to soften and recycle the asphalt layer, then mix it with new materials and spread it again, forming a new road surface. This technology is widely used in the repair, upgrade and maintenance of traffic works, especially routes with high traffic volume and in operation.

The advantages of this technology are saving materials and costs compared to completely new construction, minimizing construction waste, being able to reuse old materials with high content, minimizing the use of new materials. Construction time is fast, allowing for quick re-opening and minimizing environmental impact.

Currently, Japan has applied recycling technology up to 95% and has regulations requiring road works (except highways) and repair works with an area of over 500m2 to apply recycling technology.

"This year, the Vietnam Road Administration will request the Department of Science, Technology, Environment and Construction Materials to cooperate with Japanese partners to study and increase the recycling rate to 75%. In Vietnam, it is also necessary to supplement regulations on the application of this technology in the construction and repair of traffic works, ensuring sustainability and environmental friendliness," Mr. Thai proposed.

Regarding the enhancement of smart traffic applications, the Minister requested units to focus on serving operational management. In the coming time, the construction industry will form a database system, connect and coordinate effectively with localities in maintaining and investing in infrastructure according to the plan.

The Department of Urban Development coordinates with the Information Technology Center to research and develop criteria for smart cities and complete the draft before August 30 to submit to the Ministry's leaders for consideration and report to competent authorities to issue a Decree on smart cities.

To implement Resolution 57, the Minister directed all units and sectors to develop detailed plans for science and technology development, innovation combined with digital transformation, and to complete the preliminary plan before July 16.

Speeding up procedures for investing in expressway toll stations

At the meeting, Minister Tran Hong Minh also requested specialized departments and project management boards to pay special attention to the investment progress of key project items/works. In particular, the North-South Expressway in the 2021-2025 period will be basically completed this year. Project management boards need to speed up investment procedures for the construction of rest stops, ITS, toll stations, and vehicle weighing stations to ensure synchronous operation.

Referring to road tunnel projects, the Minister emphasized that currently, 5 tunnel projects have been approved and must urgently implement bidding procedures, including: Deo But Tunnel on the Vung Ang - Bung expressway, Tunnel No. 1, No. 2, No. 3 on the Quang Ngai - Hoai Nhon expressway, Tuy An Tunnel on the Chi Thanh - Van Phong expressway.

3 tunnel projects need to speed up procedures and submit to competent authorities for early approval of investment policies, including: Than Vu Tunnel on the Dien Chau - Bai Vot highway section, Nui Vung Tunnel on the Cam Lam - Vinh Hao highway section and Cu Mong Tunnel.

Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo identifies science and technology, innovation and digital transformation as important driving forces for socio-economic development and enhancing national status.

Implementing Resolution No. 57-NQ/TW, in Resolution No. 03/NQ-CP dated January 9, 2025, the Government issued a specific Action Program to institutionalize goals and solutions, and at the same time assigned tasks to ministries, branches and localities for implementation.

Implementing Resolution No. 57-NQ/TW and Resolution No. 03/NQ-CP, the Ministry of Construction has proposed a group of key contents including: Focusing on raising awareness, making breakthroughs in innovative thinking, determining strong political determination, resolutely leading and directing, creating new momentum, new momentum in the entire construction industry in developing science and technology, innovation and digital transformation; Perfecting institutions, making institutions a competitive advantage; Increasing investment, perfecting infrastructure for science and technology, innovation and digital transformation.

At the same time, the Ministry develops and utilizes high-quality human resources to meet the requirements of science and technology development, innovation and digital transformation; Promotes digital transformation, application of science and technology, innovation in the operations of agencies and units under the Ministry; Improves the effectiveness of industry and sector governance, and the effectiveness of State management in all fields.
