Utilizing ADB loans effectively for green urban development.

On May 5th, Mr. Vu Viet Van, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, chaired a working session with a delegation from the Asian Development Bank (ADB) to review the loan for the implementation of the Program for the Development of Type II Cities (Green Cities) - Vinh Phuc Province Component Project (ADB project). Representatives from several departments, agencies, and localities attended the meeting.

The ADB-approved project aims to contribute to the development of green urban infrastructure in the former Vinh Phuc province, with the implementation period extended to June 30, 2028. The project belongs to Group A and comprises six components to be implemented in the communes and wards of Vinh Phuc, Vinh Yen, Tam Duong, and Hoi Thinh. The total approved investment is VND 2,045 billion, of which VND 1,445.5 billion is ADB funding and VND 599.6 billion is the Vietnamese counterpart funding.

To date, the progress of the basic components is on track with the plan, with some items already completed and ready for operation in 2026. The remaining projects are actively undergoing investment procedures, contractor selection, and are expected to commence construction in the near future.

The cumulative allocated capital reached approximately VND 1,072.6 billion, of which about VND 739.3 billion has been disbursed. For 2026 alone, the disbursement plan is over VND 532.5 billion; as of April 2026, approximately VND 33.3 billion had been disbursed. During implementation, the units and localities have generally complied fully with ADB's policies and regulations.

During the meeting, delegates focused on discussing and clarifying the difficulties and obstacles encountered in the implementation of the project components; they also proposed various solutions to ensure progress according to plan.

Representatives of the ADB delegation made several recommendations and proposals during the meeting.

The ADB delegation requested that Phu Tho province expedite the land clearance process for project components during construction. They also urged the province to accelerate the development and issuance of wastewater treatment service fees and proactively allocate funds and personnel for operation and maintenance upon project handover.

In his concluding remarks at the conference, Vice Chairman of the Provincial People's Committee Vu Viet Van acknowledged and highly appreciated the close cooperation of the ADB delegation with the departments, agencies, and localities in implementing the project in accordance with the law.

The comrade emphasized that, in order to ensure the project progresses as required, relevant units need to continue to proactively improve coordination in implementation; especially focusing on resolving difficulties in land clearance with the decisive involvement of departments, sectors and localities.

After construction is completed and handed over for use, the completed projects must strictly adhere to technical and aesthetic quality standards as stipulated. Any difficulties, obstacles, or arising issues should be proactively reported to the Provincial People's Committee for timely resolution.

Vice Chairman of the Provincial People's Committee Vu Viet Van assigned the Vinh Phuc Regional Project Management Board as the focal point to receive and synthesize feedback from various units. At the same time, they are to proactively research and propose solutions to overcome difficulties and obstacles, ensuring the efficient use of investment capital and adherence to construction timelines.
