Construction is underway day and night.
National Highway 1, the section passing through Phu Yen province, has several damaged and subsided sections, with numerous potholes and large depressions, following a period of continuous rain. For nearly a month now, Road Management Area 3, along with other units, has been carrying out repairs and maintenance on several unsafe traffic locations along this road.
Removing the deteriorated road surface to make way for a new road surface.
Specifically, at Km1300, Km1345, and Km1348 on National Highway 1, the section passing through Hoa Xuan Dong commune (Dong Hoa town, Phu Yen province), the joint venture of INFRASON JSC and Phu Yen Construction and Transportation JSC is concentrating a lot of equipment and machinery to excavate, level, and repair damaged sections of the road. This is one of the locations with severe degradation, and the units are prioritizing construction to ensure safety and smooth traffic flow.
Mr. Nguyen Duc Duy, Construction Director of INFRASOL JSC, said: "The contractor received the site under frequently rainy weather conditions, which significantly affected the construction process. On rainy days, we focused on scraping, leveling, and compacting the road lanes to ensure safer traffic conditions. When the weather was sunny, we focused on scraping, recycling, and resurfacing the road with asphalt concrete. This section of road has a weak and complex soil foundation, so in addition to scraping and foundation treatment, we had to lay two thick layers of asphalt concrete to ensure a smooth surface. The contractor mobilized manpower to accelerate progress; organized overtime work and worked through the night to ensure the repair was completed before the Lunar New Year 2024."
Mr. Nghiem Dinh Nghi, from the construction supervision unit of Kien Viet Consulting and Design Joint Stock Company, shared: "At the end of the year, the traffic volume on National Highway 1 is very high. With the road surface still in use, we can only construct half of the road surface, then restore it before proceeding with the remaining half, so the progress is quite slow. In addition, the consulting and supervision contractor, in coordination with the construction units, has implemented many solutions to ensure traffic safety with barriers, warning signs at both ends, and traffic controllers to ensure safe and efficient construction."
Previously, Road Management Area 3 also completed the project to adjust the traffic light system at the intersection at Km1301+900 - Km1302+150 (Chi Thanh Town, Tuy An District). This project contributes to improving the intersection area and perfecting the traffic safety system at this potential traffic accident hotspot.
Ensuring safety on the route
According to Road Management Area 3, in June 2023, the Department of Road Management allocated additional funds for maintenance activities in 2023. Phu Yen province has 12 projects; of which, Road Management Area 3 was assigned 4 projects. To date, 1 project has been completed. The unit is currently focusing on implementing 3 items: repairing damaged roadbeds and surfaces, laying asphalt concrete for road surface maintenance; repairing drainage systems, and strengthening traffic safety systems on some sections of National Highway 1 through Tuy An District, Tuy Hoa City, and Dong Hoa Town.
Construction work is being carried out while ensuring traffic flow is maintained.
Mr. Nguyen Thanh Binh, Deputy Director of Road Management Area 3, added: "Since the beginning of 2023, Road Management Area 3 has been assigned as the investor for 17 periodic repair projects on National Highway 1 through Phu Yen province. To date, the unit has completed and put into use 14 projects; 3 projects are still under construction. Given the limited budget, we prioritize construction at locations with more severe damage to ensure smooth traffic flow for the people. For the projects currently underway, Road Management Area 3 directs the units to accelerate construction progress day and night to ensure the road surface is restored for traffic before the 20th day of the 12th lunar month. For the remaining locations, we will continue construction after the Tet holiday. Hopefully, after this repair work, National Highway 1 through Phu Yen province will be basically smooth and safe."
In addition to projects managed by Road Management Area 3, the Department of Road Management has also added 8 periodic repair projects on National Highway 1 through Phu Yen province, managed by Project Management Board 5 and Project Management Board 8 (under the Ministry of Transport ). These projects focus on repairing damaged roadbeds and surfaces, asphalt paving for road maintenance, repairing rainwater drainage systems, and improving traffic safety on National Highway 1, specifically the sections through Song Cau town and Tuy An district. Currently, the project owners are urgently selecting contractors to begin construction as soon as possible to address damaged and deteriorated sections, ensuring smooth and safe travel on National Highway 1.
