Decision on the establishment of the Steering Committee for the preparation of the nomination dossier for the Tam Chuc Complex and Van Long Wetland Nature Reserve, Ninh Binh province, to propose the United Nations Educational, Scientific and Cultural Organization (UNESCO) to recognize it as a World Heritage Site.

On November 20, 2025, the Chairman of the Ninh Binh Provincial People's Committee signed and issued Decision No. 1533/QD-UBND on the establishment of the Steering Committee for the preparation of the nomination dossier for the Tam Chuc Complex and Van Long Wetland Nature Reserve, Ninh Binh Province, to propose the United Nations Educational, Scientific and Cultural Organization (UNESCO) to recognize it as a World Heritage Site. The following is the content of the Decision.

Pursuant to: Law on Organization of Local Government dated June 16, 2025; Pursuant to the Law on Cultural Heritage dated November 23, 2024; Convention on the Protection of the World Cultural and Natural Heritage adopted at the 17th session of the UNESCO General Conference in Paris (France) on November 16, 1972; At the request of the Director of the Department of Culture and Sports , the People's Committee of Ninh Binh province decides:

Article 1. Establishment of the Steering Committee for drafting the nomination dossier for Tam Chuc Complex and Van Long Wetland Nature Reserve, Ninh Binh province to propose the United Nations Educational , Scientific and Cultural Organization (UNESCO) to recognize it as a world heritage (hereinafter referred to as the Steering Committee), consisting of the following members:

1. Head of the Steering Committee: Mr. Tran Huy Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee. 2. Deputy Head of the Steering Committee: - Mr. Tran Song Tung, Member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, Permanent Deputy Head of the Committee.

- Director of Department of Culture and Sports.

- Director of Department of Tourism .

3. Steering Committee members:

- Provincial Police Director

- Commander of the Provincial Military Command.

- Chief of Office of the Provincial People's Committee.

- Director of the Department of Finance.

- Director of Department of Construction.

- Director of Department of Agriculture and Environment.

- Director of the Department of Home Affairs.

- Director of Department of Science and Technology.

- Director of Department of Industry and Trade.

- Director of the Department of Justice.

- Chairman of the People's Committee of communes and wards: Tam Chuc ward, Ly Thuong Kiet ward, Tan Thanh commune, Thanh Lam commune, Gia Hung commune, Gia Vien commune, Gia Van commune, Gia Tran commune.

* Invite to join the Steering Committee Members:

- Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department.

- Editor-in-Chief of Ninh Binh Newspaper, Radio and Television.

- Mr. Nguyen Van Truong, Director of Xuan Truong Construction Enterprise.

Article 2. Tasks and activities of the Steering Committee:

1. Duties of the Steering Committee:

a) The Steering Committee is responsible for advising and assisting the People's Committee of Ninh Binh province in directing the organization, implementation and management of the development of the nomination dossier for the Tam Chuc Complex and Van Long Wetland Nature Reserve, Ninh Binh province, to submit to the United Nations Educational, Scientific and Cultural Organization (UNESCO) for recognition as a world heritage site in accordance with the provisions of the Law on Cultural Heritage, the 1972 Convention on the Protection of the World Cultural and Natural Heritage, and the Guidelines for the Implementation of the 1972 UNESCO Convention.

b) Advise the Provincial People's Committee to coordinate the activities of all levels and sectors in organizing and implementing the construction of the nomination dossier for the Tam Chuc Complex and Van Long Wetland Nature Reserve, Ninh Binh province to submit to UNESCO for recognition as a world heritage site; inspect, monitor, evaluate, summarize, and propose rewards for organizations and individuals with achievements in the implementation process. Synthesize periodic and ad hoc reports on implementation results.

2. Activities of the Steering Committee:

a) The Head of the Steering Committee shall promulgate the Steering Committee's Operating Regulations and direct general operations, assigning tasks to Steering Committee members. Steering Committee members shall work part-time.

b) The Head, Deputy Head and members of the Steering Committee are allowed to use the seal of the agency or unit in the process of performing their duties.

3. During the implementation process, the Steering Committee directly directs the Drafting Team to develop nomination documents to assist the Steering Committee.

4. The operating expenses of the Steering Committee are arranged in the annual budget estimate of the province, compiled, managed and used by the Department of Tourism according to regulations.

5. The Steering Committee shall dissolve itself after completing its tasks.

Article 3. This Decision comes into force from the date of signing and promulgation.

Article 4. The Chief of Office of the Provincial People's Committee, Heads of relevant Departments, branches, localities and members of the Steering Committee in Article 1 are responsible for implementing this Decision.
