Simultaneously, it serves as a strategic tool for the State to fulfill its role in guiding, leading, and regulating economic activities, promoting growth, stabilizing the macroeconomy, maintaining major balances, ensuring national defense and security, enhancing self-reliance and self-sufficiency, and promoting rapid and sustainable socio-economic development in accordance with socialist principles.
Resolution 79 clearly pointed out the limitations and shortcomings of the state-owned economy. The cause stems from an inadequate understanding and awareness of the position, role, and scope of the state-owned economy.
Institutional frameworks are inconsistent and inadequate, and implementation is not rigorous. The management, exploitation, and utilization of state resources and assets are inefficient.
The Head of the Central Policy and Strategy Committee also mentioned five groups of guiding principles that are systematic, overarching, and comprehensive regarding the development of the state economy in the new era, as outlined in Resolution 79.
Firstly, innovate and concretize the concept of the "leading role" of the state-owned economy. Secondly, clearly define the relationship between the state-owned economy and other economic sectors to fully utilize the functions and roles of each sector. Thirdly, a breakthrough perspective on improving the efficiency of management, exploitation, and utilization of state-owned economic resources.
Fourth, elevate the role of the state-owned economy in line with the requirements of reforming the growth model. The Resolution has set forth the view that the state-owned economy must be a pioneer in creating development, leading, paving the way, promoting industrialization and modernization, restructuring the economy, and establishing a new growth model, with science , technology, innovation, and digital transformation as the main driving forces, enhancing national competitiveness...
Fifth, strengthen the Party's leadership role and improve the capacity, effectiveness, and efficiency of State management over the state-owned economy, especially in guiding resource utilization and organizing implementation.
The revised Land Law will be drafted and promulgated in 2026.
To overcome current limitations, Mr. Nguyen Thanh Nghi stated that Resolution 79 outlines seven groups of tasks and solutions related to seven areas: land; water resources; mineral resources; marine economy; airspace resources, space economy and low-altitude economy; underground space; digital resources and telecommunications resources.
According to Mr. Nguyen Thanh Nghi, it is necessary to thoroughly understand and implement a number of new and key tasks and solutions.
