Amend the Land Law to unlock resources.

Amendments to the Land Law need to ensure transparency, simplified procedures, and effective utilization of land resources to serve national development.

Expedite the preliminary review and finalize the direction for amending the law.

On May 26th, at the Government headquarters, Deputy Prime Minister Ho Quoc Dung chaired a meeting to review the implementation of Resolution No. 18-NQ/TW of the 13th Party Congress on continuing to innovate and improve institutions and policies, and enhance the effectiveness and efficiency of land management and use; and to provide guidance on amending the Land Law.

According to the Ministry of Agriculture and Environment , the Ministry's Party Committee has sent a document requesting Party agencies, ministries, sectors, and localities to hold a preliminary review of Resolution No. 18-NQ/TW; and at the same time, proposed adjustments to the 2026 work program to accelerate implementation progress and meet the requirements of amending and supplementing the Land Law.

The Ministry has also organized consultations with provincial and city Party committees on the preliminary review and proposed amendments to the law; and plans to continue soliciting opinions from central agencies, ministries, and sectors to finalize related proposals.

Regarding the project to amend the Land Law, the Ministry of Agriculture and Environment has proposed adding the project "Law amending and supplementing a number of articles of the Land Law" to the National Assembly's 2026 legislative program; and simultaneously establishing a drafting team with the participation of ministries, sectors, and localities.

In the coming period, the Ministry will continue to coordinate with relevant agencies to submit to the Standing Committee of the National Assembly a proposal to add the draft Law on Land (amended) to the 2026 legislative program; at the same time, it will develop policies and guidelines for amending the law and organize conferences and workshops to gather opinions on the amendments.

Simplify procedures and maximize land resources.

Concluding the meeting, Deputy Prime Minister Ho Quoc Dung emphasized that the preliminary review of Resolution No. 18-NQ/TW and the amendment of the Land Law are of particular importance, having a profound impact on socio-economic development, national defense, security, and the lives of the people.

The Deputy Prime Minister stated that land is a particularly important resource for national development. This revision of the law should aim for sustainable development, environmental protection, and effectively address practical issues.

Regarding the preliminary review of Resolution No. 18-NQ/TW, the Deputy Prime Minister requested a comprehensive assessment of the achievements, clearly identifying shortcomings and limitations; determining the contents that need to be inherited, supplemented, or adjusted in order to further improve the system of land policies and laws until 2030 and subsequent periods.

Regarding the amendment of the Land Law, the Deputy Prime Minister requested that administrative procedures be simplified, without creating additional difficulties for citizens and businesses; and that the processing time for applications be shortened to be faster, more concise, and more efficient.

In addition, it is necessary to optimize land finance policies, land planning, and land use to effectively exploit land resources – assets owned by the entire people and managed uniformly by the State.

The Deputy Prime Minister also requested the Ministry of Agriculture and Environment to finalize the draft law soon, and at the same time prepare a comprehensive set of guiding decrees and circulars so that when the law comes into effect, it can be immediately implemented in practice.
