Positive impacts after reforming tutoring and extra classes.

The Ministry of Education and Training assesses that, after one month of implementation, Circular 29/2024/TT-BGDĐT regulating supplementary teaching and learning has had a positive impact on teachers, students, parents, and management levels.


In accordance with the 2019 Education Law and the Prime Minister's directives, the Ministry of Education and Training (MOET) issued Circular 29/2024/TT-BGDĐT dated December 30, 2024, regulating supplementary teaching and learning (Circular 29). Circular 29 takes effect from February 14, 2025.

Regarding the results after one month of implementing Circular 29, on the afternoon of March 14th, the Ministry of Education and Training announced that, through inspections and reports from localities, it was found that the issuance of guiding documents for the implementation of Circular 29 was carried out early by localities, either before or immediately after the circular came into effect.

The Departments of Education and Training have directed schools to review and adjust their educational plans, focusing on solutions to continue preparing 12th-grade students for the high school graduation exam and 9th-grade students for the university entrance exam if they so wish, as stipulated in the circular; and directed the strengthening of management of two-session-per-day teaching at educational institutions according to the guidance of the Ministry of Education and Training.

According to the Ministry of Education and Training, provincial Departments of Education and Training have coordinated with provincial Departments of Finance to research and propose to provincial People's Committees appropriate financial support for educational institutions to organize review and remedial classes for students whose end-of-semester academic results were below par, as well as to provide advanced training for gifted students and students in their final year of schooling, thereby contributing to improving the quality of education.

In addition, the departments are also planning to organize inspections and checks on the implementation of regulations on tutoring and supplementary classes in order to prevent and handle violations within their authority.

Local departments and coordinating units have promptly issued guidelines to implement regulations on extracurricular tutoring; gradually bringing these activities into order, discipline, legality, and avoiding waste.

The Ministry of Education and Training stated that Circular 29, after one month of implementation, has had a positive impact on the awareness and actions of management levels, teachers, students, and parents.

Besides the achievements, the Ministry of Education and Training also acknowledges that, after one month of implementing the circular, some localities are still slow to issue guiding documents and regulations at the local level, leading to confusion in implementation; coordination between departments and agencies in implementing regulations on extracurricular tutoring is not timely in some places, causing some teachers who need to provide tutoring to worry...

The Ministry of Education and Training stated that, in the coming period, it will strengthen its direction and implementation of widespread and comprehensive communication and dissemination of the content and significance of Circular No. 29.

In addition, educational institutions are directed to continue innovating methods and forms of testing and evaluation in a way that fosters the qualities and competencies of learners. The design of regular and periodic tests and assessments, entrance exams for the beginning of each school year, and entrance exams for grade 10... should be consistent with the required learning outcomes of the 2018 General Education Program, without creating pressure for students to attend extra classes...

The education sector will continue to effectively manage state administration regarding supplementary tutoring within its authority and responsibilities.

"In the long term, the Department of Education and Training will advise local Party committees and authorities to allocate local budgets and strengthen the mobilization of social resources to build enough schools and classrooms and ensure quality so that all students of compulsory education age can attend school, reducing pressure in enrollment, especially in large cities, industrial zones, and densely populated areas, resolutely ensuring that no student of compulsory education age is left without access to education," the Ministry of Education and Training stated.
