According to Mr. Le Van Cuong, Deputy Director of the Hue City Department of Finance, after the decision to terminate the contract with the previous contractor, Hoa Binh 479 Joint Stock Company, the Department instructed the Project Management Board of the Hue City Type II Urban Development Program to develop a plan to re-tender for the upgrading and expansion of Vy Da Bridge and the 100m road connecting areas A and B of the An Van Duong urban area.
To date, the Project Management Board of the Hue City Type II Urban Development Program has prepared all relevant documents and procedures. However, because the project uses a loan from the Asian Development Bank (ADB), the investor has submitted a request for feedback as required. After receiving a response from the ADB, Hue City plans to re-tender in June 2026 and aims to complete the project in 2027.
Previously, in April 2026, the Project Management Board of the Program for the Development of Type II Cities in Hue City issued a decision to terminate the construction contract for package No. 28 with Hoa Binh 479 Joint Stock Company.
Accordingly, this company was awarded a construction contract worth over 114.1 billion VND. By March 31, 2026, the cumulative disbursement reached nearly 79.8 billion VND, equivalent to 69.93% of the construction value. However, the progress of implementation did not meet the requirements of the contract and commitments.
Therefore, the Project Management Board of the Hue City Type II Urban Development Program issued 12 warning letters regarding delays and requests for accelerated construction, and 4 warning letters regarding serious contract violations. Despite this, the contractor still failed to fulfill its commitments and showed no progress in speeding up construction of the project's components.
