On December 12, 2024, the Prime Minister issued Official Dispatch No. 132/CĐ-TTg directing ministries, sectors, and localities to improve the effectiveness of ensuring traffic order and safety. During the Lunar New Year (Year of the Snake) and Spring Festival 2025, traffic volume is projected to continue increasing, creating significant pressure on traffic order and safety, and posing a potential risk of traffic congestion and accidents.
To ensure traffic order and safety for the people celebrating the Lunar New Year of the Year of the Snake and the Spring Festival 2025, the Prime Minister requests ministries, agencies, and localities to continue to vigorously implement Official Dispatch No. 132/CĐ-TTg; and at the same time, pay attention to the following contents:
Plans are in place to meet increased travel demand, effectively respond to common traffic safety violations during holidays and festivals to ensure the safety of road users and best serve the travel needs of the people; and prevent and mitigate traffic congestion and traffic accidents.
Strengthen medical personnel, equipment, and supplies to ensure the highest possible capacity for medical examination and treatment, especially emergency care and rescue of traffic accident victims, and minimize human casualties.
Media outlets will increase the duration and content of their propaganda on traffic order and safety during the Lunar New Year (Tet) and Spring Festival 2025; focusing on disseminating traffic safety laws; providing guidance on safe traffic participation skills, especially on highways; providing information to support and guide people's travel during the Tet holiday; transportation service plans; lessons learned from traffic accidents during previous Tet holidays; persistently promoting the public's adherence to safe traffic rules such as "If you have drunk alcohol or beer, do not drive"; not using mobile phones while driving; wearing standard helmets when riding motorcycles, scooters, and electric bicycles; wearing seat belts when in cars; and complying with speed regulations; and supporting the work of functional forces in ensuring traffic order and safety. Commend information about good deeds and exemplary traffic behavior; regularly and promptly update information on traffic accidents, traffic congestion, high-risk areas for traffic accidents on roads, railway crossings, inland waterways, major transportation routes, key transportation hubs, and areas where events and festivals are held.
The plans of the People's Committees of provinces and cities must be specific, include a detailed list of tasks, assign responsible agencies, and allocate resources for implementation. During implementation, there must be monitoring, follow-up, and quantitative evaluation of effectiveness using specific indicators.
The competent focal point is assigned to organize a 24/7 duty roster and report on the traffic safety situation during the 9-day Lunar New Year holiday of the Year of the Snake (2025), from January 25, 2025 to February 2, 2025 (i.e., from the 26th day of the 12th lunar month of the Year of the Dragon to the 5th day of the 1st lunar month of the Year of the Snake) to the National Traffic Safety Committee (including a quick report submitted before 2 PM daily; and a comprehensive report for the 9-day Lunar New Year holiday submitted before 2 PM on February 2, 2025).
The National Traffic Safety Committee will monitor and urge the implementation of this directive, and compile and report the results to the Prime Minister before 3 PM on February 2, 2025.
