Increased warnings about cybercrime

Dong Nai Provincial People's Committee has just issued a document to agencies, units and localities requesting to strengthen propaganda, combat and prevent acts of fraud and property appropriation in cyberspace.

According to the Provincial People's Committee, recently, across the country in general and in Dong Nai province in particular, the situation of criminals using cyberspace to commit fraud and property appropriation has become complicated, causing great damage to people, causing public outrage, affecting security, order and people's lives.

Some common fraud methods include: Impersonating judicial agencies (police, prosecutor's office, court...); impersonating, impersonating military officers and soldiers; recruiting collaborators on e-commerce platforms, online loans...; taking over social network accounts to impersonate friends and relatives to borrow money; making friends, promising valuable gifts... Victims are often lured, psychologically manipulated, and trapped by scammers to pay or transfer money to appropriate money. Dong Nai Provincial People's Committee has issued many directives on propaganda, combating, and preventing fraudulent acts and appropriation of property, especially in cyberspace.

The situation of cybercrime is still very complicated, with an increasing trend, and methods and tricks are increasingly sophisticated. In the coming time, the subjects will take advantage of high technology such as: AI, GPT Chat, social networks... to operate; thoroughly exploit the obstacles, loopholes, and inadequacies in legal regulations to commit fraud with various forms and tricks.

The subjects established businesses, created apps and websites to operate and manage activities, connected with functional businesses, used "junk" SIM cards and virtual accounts to do business, trade, call for capital, give gifts... very sophisticatedly with many departments and stages.

Therefore, the work of fighting, preventing and combating crimes and law violations related to fraud and property appropriation by functional forces will face many difficulties and challenges.

Faced with that reality, the Provincial People's Committee requests departments, branches, agencies, units, and localities to disseminate and thoroughly educate all cadres, party members, civil servants, public employees, workers, and people in the province when participating in activities on the network environment to raise vigilance, regularly learn about the methods and tricks of this crime on mass media, local official information pages, and the police force.

Share and propagate to the community, relatives and friends to proactively prevent and report crimes and provide information to the nearest police force when detecting suspicious signs or via hotline: 02513.685.134 (Department of Cyber Security and Prevention of High-Tech Crime, Dong Nai Provincial Police).

For the police force, improve the effectiveness of state management of security and order, especially residence management, management of foreigners, management of investment and business sectors with conditions on security and order, not allowing subjects to take advantage of fraudulent activities and property appropriation. Strengthen the work of grasping areas, households, and people in conjunction with screening all types of subjects at the grassroots level. Check, issue, and strictly manage all types of citizen papers and seals of agencies and organizations to contribute to preventing and combating fraudulent activities and property appropriation.

In addition, the leading force coordinates with the Department of Information and Communications and relevant agencies to strengthen professional measures to grasp the situation and methods of operation of property fraud criminals; proactively provide information to agencies, units, and localities, especially press and radio agencies to raise vigilance against new methods and tricks.

Banks should strictly manage account opening, especially online accounts. Establish a quick response coordination mechanism with the police force, promptly exchange relevant information, freeze accounts during verification, quickly track and investigate money flows, and prevent maximum property damage to people./.
