In his opening remarks, Prime Minister Pham Minh Chinh stated that in July, the people and comrades throughout the country and international friends were deeply saddened by the passing of General Secretary Nguyen Phu Trong.
The Prime Minister emphasized that millions of people had bid farewell to General Secretary Nguyen Phu Trong, hundreds of countries sent condolences, and more than 1,000 international delegations visited Vietnamese embassies in various countries to pay their respects.
This both affirms the admiration and respect for General Secretary Nguyen Phu Trong and demonstrates the high regard for the position and prestige of our country, as General Secretary Nguyen Phu Trong has affirmed: Our country has never before had such a foundation, potential, position, and international prestige as it does today.
The Prime Minister also reiterated that on August 3rd, the Central Committee unanimously elected President To Lam as General Secretary of the Central Committee of the Communist Party of Vietnam with an absolute majority of 100%. On behalf of the Government, the Prime Minister warmly congratulated General Secretary and President To Lam.
Assessing the recent situation, he stated that the world continues to be complex, unpredictable, and fraught with difficulties. These include political instability, escalating conflicts in Ukraine, the Red Sea, and the Gaza Strip; risks to the global economy, fluctuating gold, crude oil, and commodity prices; population aging, climate change, and resource depletion...
Domestically, opportunities and advantages are intertwined with difficulties and challenges, but the difficulties and challenges outweigh the advantages. This is especially true for our country, a developing nation with a transitioning economy, a modest scale, a high degree of openness, and limited resilience.

Nevertheless, the Prime Minister acknowledged the positive results achieved in many areas. These included growth boosted across the industrial, agricultural, and service sectors. Macroeconomic stability was maintained, inflation was controlled, major balances were ensured, and there was a surplus.
60 out of 63 provinces and cities saw an increase in industrial production index, which is a positive sign. Many outstanding issues were addressed. Social security was ensured, and people's lives improved.
Notably, he noted that despite the increase in the base salary in July, inflation did not rise significantly.
At the same time, he also acknowledged the limitations and difficulties. These include high inflationary pressure, difficulties in production and business in some sectors, and a high number of businesses withdrawing from the market.
Discipline and order are sometimes not strictly enforced in certain areas; there is a situation where officials and civil servants are afraid of making mistakes and avoid responsibility; security and order in some areas are potentially complex; the lives of a segment of the population remain difficult, especially in remote areas, border regions, and islands...
The Prime Minister emphasized the need to decisively remove institutional obstacles and focus on effectively implementing newly enacted and effective laws such as the Land Law, the Housing Law, the Real Estate Business Law, and the Law on Credit Institutions...
At the same time, ministries and sectors must provide specific guidance, localities must be more proactive and positive, and agencies, according to their functions, duties, and powers, must respond to policies better, focusing on implementing key tasks, renewing the three traditional growth drivers, and promoting new growth drivers…
"But the key is to assign tasks with clear responsibilities, deadlines, expected outcomes, and expected results," while strengthening supervision, inspection, and reward systems, and promptly addressing violations," he emphasized.
Therefore, the opinions should focus on evaluating the achievements, shortcomings, causes, and lessons learned, and proposing policy solutions. The focus should be on achieving the annual GDP growth target of 7%, preparing the content and proposals to be submitted to the Politburo and the Secretariat, and preparing for the 10th Central Committee Meeting of the 13th Party Congress and the 8th Session of the 15th National Assembly.
