On the morning of October 23, the 17th Executive Committee of the Hanoi City Party Committee held its 19th meeting to consider many important issues. Member of the Politburo and Secretary of the Hanoi City Party Committee, Bui Thi Minh Hoai, chaired the meeting.

Co-chairing the conference were Central Committee member and Standing Deputy Secretary of the Hanoi Party Committee Nguyen Thi Tuyen; Central Committee member, Deputy Secretary of the Hanoi Party Committee, and Chairman of the Hanoi People's Committee Tran Sy Thanh; Deputy Secretary of the Hanoi Party Committee and Chairman of the Hanoi People's Council Nguyen Ngoc Tuan; and Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong.

Proposed amendments to the Rules of Procedure of the City Party Committee.

At the conference, Standing Committee member of the City Party Committee, Head of the City Party Committee's Organization Department Vu Duc Bao presented the City Party Committee's report on: (1) Supplementing and amending the Working Regulations of the City Party Committee, the Standing Committee of the City Party Committee, and the Standing Committee of the City Party Committee of the 17th term; (2) Supplementing and amending Regulation No. 12-QD/TU dated May 8, 2023 of the Hanoi City Party Committee on "Management of cadres, decentralization of cadre management and appointment and nomination of candidates for cadres".

The report clearly states the necessity of amending and supplementing the City Party Committee's working regulations No. 09-QC/TU; the principles and forms of amending and supplementing working regulations No. 09-QC/TU; and proposes specific amendments for the following areas: socio -economic affairs; planning; investment; and the duties and powers of the members of the City Party Committee's Standing Committee.

At the same time, the Proposal proposes the abolition of several provisions related to the working regulations, including: the Standing Committee of the City Party Committee deciding on study and work trips domestically and abroad for officials under the management of the Standing Committee of the City Party Committee (which has been delegated to the Deputy Secretaries of the City Party Committee as proposed in the Proposal).

In the Proposal to amend Regulation No. 12-QD/TU dated May 8, 2023, of the Hanoi City Party Committee on "Personnel Management, Decentralization of Personnel Management, and Appointment and Nomination of Candidates," the Standing Committee of the City Party Committee also proposed amendments and additions to the following contents: Decentralization of personnel management for members of the Standing Committee of the City Party Committee; Procedures for requesting approval for personnel work for positions under the management of the Standing Committee of the City Party Committee; Procedures for nominating personnel within the organization…

Increase proactiveness in problem-solving.

At the conference, opinions were highly appreciated for the serious and high-quality preparation work of the Standing Committee of the City Party Committee, and there was general agreement and strong consensus on the "Supplementation and amendment of the Working Regulations of the City Party Committee, the Standing Committee of the City Party Committee, and the Standing Committee of the City Party Committee of the 17th term" and the amendment of Regulation No. 12-QĐ/TU dated May 8, 2023, of the Hanoi City Party Committee on "Management of cadres, decentralization of cadre management, and appointment and nomination of candidates for positions".

Contributing his opinion at the conference, the Secretary of the Hai Ba Trung District Party Committee, Nguyen Van Nam, stated that the amendment and supplementation of the City Party Committee's Working Regulations and Regulation No. 12-QD/TU are in line with reality, increasing decentralization, responsibility, and authority, and better resolving the relationship between the Party and the government.

Secretary of the Son Tay City Party Committee Tran Anh Tuan highly appreciated the meticulous and high-quality preparation of the draft and expressed strong agreement with the content of the revised regulations and Regulation No. 12-QD/TU. This contributes to minimizing administrative procedures and increasing proactiveness in handling work.

According to Nguyen Van Nam, Secretary of the Hai Ba Trung District Party Committee, the amendments and additions to the City Party Committee's Working Regulations and Regulation No. 12-QD/TU are in line with current realities.

In her concluding remarks at the Conference, regarding the amendment and supplementation of the Working Regulations of the 17th Hanoi City Party Committee and the Regulations on personnel management, decentralization of personnel management, and appointment and nomination of candidates, Hanoi City Party Secretary Bui Thi Minh Hoai emphasized that the Party Committee unanimously agreed on the proposed amendments and supplements to the Working Regulations of the Executive Committee presented by the Standing Committee of the City Party Committee at the Conference, as well as some valuable contributions and suggestions from delegates.

The proposed amendments to the Working Regulations ensure the principle of comprehensive Party leadership without interfering with or replacing the government, adhering to Party regulations and State laws while promoting reasonable decentralization and delegation of authority, clearly defining the tasks, powers, and jurisdiction of each level; and fully updating the regulations in new Party and State documents regarding related matters.

Secretary of the Son Tay City Party Committee Tran Anh Tuan highly appreciated the meticulous and high-quality preparation of the draft and expressed strong agreement with the content of the revised regulations and Regulation No. 12-QD/TU.

According to the City Party Secretary, the proposed amendments and additions to the Regulations also focus on adjusting processes and procedures to ensure effectiveness and efficiency, avoid wasting time and resources, increase proactiveness in handling city affairs, overcome some shortcomings in the implementation of the Working Regulations, and strengthen inspection and supervision of the implementation process.

The City Party Committee unanimously agreed on the format for issuing the document as a Decision of the City Party Committee amending and supplementing some contents of Working Regulation No. 09-QC/TU of the City Party Committee; and simultaneously amending and supplementing some articles and clauses of Regulation No. 12-QĐ/TU on cadre management, decentralization of cadre management and appointment and nomination of candidates to ensure consistency and uniformity between the City Party Committee's Regulations and Rules.
