The conference was held in person at the Government Headquarters and online with 34 provinces and cities. Also attending the conference were Deputy Prime Ministers and representatives from relevant ministries and agencies.
At the Hue City venue, attendees included Nguyen Khac Toan, Member of the Central Committee of the Party, Deputy Secretary of the City Party Committee, and Chairman of the City People's Committee.
According to a report by the Ministry of Finance , the disbursement of public investment capital nationwide has only reached 12.6% of the plan assigned by the Prime Minister.
Although this result is higher than the same period in 2025 both in percentage and absolute terms, some ministries, central agencies, and localities have not yet fully allocated their 2026 capital plans; 16 ministries, central agencies, and some localities have disbursed funds below the national average.
At the conference, representatives from ministries, departments, and localities presented their opinions, clearly identifying the reasons for slow disbursement, international conflicts causing significant fluctuations in fuel and construction material prices, and unresolved land clearance bottlenecks, all of which directly affect construction progress and project costs. They also proposed recommendations and solutions to address these obstacles in the future.
To achieve 100% disbursement of public investment capital in 2026, contributing to the goal of achieving double-digit growth, Prime Minister Le Minh Hung requested ministries, central agencies, and localities to specifically assign leaders and officials in charge of each project, individualizing responsibilities as a basis for evaluating the results of task implementation. In addition, it is necessary to improve the quality of investment preparation, thoroughly overcome the situation of "capital waiting for projects"; and tighten discipline and order in the allocation and disbursement of public investment capital.
The Prime Minister also requested strict handling of investors, project management boards, organizations, and individuals who cause difficulties, obstacles, or show irresponsibility that slows down the progress of capital allocation and disbursement, focusing resources on accelerating the disbursement of public investment capital in 2026 according to the set roadmap.
In Hue City, data from the Department of Finance shows that the city has disbursed nearly 872 billion VND out of a total of 6,071 billion VND, reaching 14.4% of the capital plan assigned by the Prime Minister, higher than the national average, ranking 11th out of 34 localities. Of this, 740.3 billion VND (16.3%) was disbursed from the local budget and 131.4 billion VND (8.6%) was disbursed from the central government budget.
