- To create resettlement land funds for households affected by the Huu Nghi - Chi Lang border gate expressway project and the Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway project, the People's Committees of communes with resettlement area projects have been focusing on leading and directing the implementation of site clearance (GPMB) so that the projects can be implemented according to plan, contributing to stabilizing the lives of affected households.

Contractor organizes site leveling for resettlement area project in Van Lang commune

Currently, the province is implementing 7 resettlement area construction projects to serve the site clearance for the Huu Nghi - Chi Lang expressway and the Dong Dang (Lang Son) - Tra Linh ( Cao Bang ) expressway with an area of ​​26.5 hectares, with a total of 662 resettlement plots. Of which, 3 resettlement area projects in the communes of Van Lang, Na Sam and Hoang Van Thu with a scale of 228 plots have been organized and have basically completed the site clearance work (as for the Hoang Van Thu resettlement area, Hoang Van Thu commune is currently implementing site clearance to supplement the dumping site).

There are 4 projects in That Khe commune, Dong Dang, Dong Kinh ward and Ky Lua ward that are being focused on by the People's Committees of the units to lead the site clearance. Accordingly, to speed up the progress, the communes and wards have proactively completed the steering committee, assigned tasks to each member, organized persuasion campaigns at each household, carried out appraisals and approved the provisional compensation plan to pay the affected households.

Dong Dang Commune is an effective unit in implementing the work of site clearance for resettlement projects in the area. Mr. Hoang Manh Cuong, Chairman of Dong Dang Commune People's Committee, said: Khuoi Muoi resettlement area with an area of ​​4.9 hectares is a very important project of the commune in 2025. Therefore, the commune has mobilized the entire political system to carry out persuasive campaigns and has received support from affected households from the stage of land, tree, crop and architectural works. The project has 57 affected households, up to now, 43 households have received money and handed over the site with an area of ​​4.1/4.9 hectares, equivalent to 83% of the area, the Commune People's Committee strives to complete the clearance of the remaining area in September 2025.

Ms. Hoang Thi La, residing in Khuoi Muoi village, Dong Dang commune, has 210 square meters of agricultural land recovered to build a resettlement area. She shared: Her family has a house and agricultural land that had to be moved to build the highway. When the government implemented the resettlement project, her family supported the government by coordinating the inventory, receiving compensation funds, and handing over the site.

At the Hop Thanh resettlement area project, the work of reclamation, compensation, and compensation plan development was focused on and implemented vigorously by Ky Lua ward with the spirit of "working on weekdays is not enough, take advantage of working on holidays". Accordingly, Ky Lua ward has developed a plan, assigned tasks to each department, division, and specific staff, and set a deadline for completing each part of the work.

Mr. Ha Minh Anh, Secretary of the Party Committee of Ky Lua Ward, emphasized: The task of site clearance for the Huu Nghi - Chi Lang border gate expressway project and the Hop Thanh resettlement area is the key task of the ward after the merger. Up to now, the work of site clearance for the resettlement area has been strongly directed by the Standing Committee of the Party Committee of the Ward, with specialized departments and offices working together to ensure uniformity and synchronization. In particular, the Party Committee leaders of the Ward on weekends directly go to the grassroots level with cadres to grasp the thoughts and aspirations, mobilize and persuade affected households to receive advance funds and hand over the site to speed up the progress.

As a result, from the beginning of July 2025 to now, the Ward People's Committee has mobilized 7/21 households to hand over the site with an area of ​​1.7/4.9 hectares, equivalent to 34% of the area that needs to be cleared. The Ky Lua Ward People's Committee strives to complete the site clearance for the resettlement area project in September 2025 so that the investor can start construction of the items.

According to the synthesis from the Provincial Land Fund Development Center, from July 1, 2025 to present, Hoang Van Thu and Trang Dinh communes and Dong Kinh and Ky Lua wards have completed the inventory and provisional payment of 11.81/18.49 hectares at 4 resettlement projects.

Mr. Bui Quoc Khanh, Director of the Provincial Construction Investment Project Management Board, the unit assigned to be the investor of the above projects, said: Currently, the selection of construction units has been completed, on the basis of the sites handed over by the communes, the contractors are preparing to start construction at the site before September 15, 2025. The goal is to complete the construction of the infrastructure system of the projects before June 2026 to arrange for affected households. To speed up the progress, the board also hopes that the communes and related units will hand over 100% of the clean sites to the investors so that the contractors can organize the synchronous construction of the projects in October 2025.

The efforts of the People's Committees of communes, wards and related units not only help the expressway project to be completed soon, but also demonstrate the sense of responsibility and service to the people of the local government. The completed projects will help people have new, spacious and safe housing with a synchronous technical infrastructure system, contributing to strengthening the people's trust in the Party and the State in implementing socio-economic development projects in the area.
