Due to land acquisition issues, the construction package for the Tan Van interchange of the Ho Chi Minh City Ring Road 3 project is showing signs of falling behind schedule. However, the investor and contractors are making efforts and accelerating progress to maintain the planned completion date.
The Tan Van interchange is part of package XL1 of component 5 of the Ho Chi Minh City Ring Road 3 construction project. This interchange is considered the most complex and massive in the Ho Chi Minh City Ring Road 3 project. According to the design, this interchange will connect the Ho Chi Minh City Ring Road 3 - National Highway 1 (Hanoi Highway) - Nguyen Xien (Thu Duc City) - DT 743A (connecting to Tan Van Road, Di An City, Binh Duong Province).
Construction on the Tan Van interchange began in May 2024, with a total investment of over 1,830 billion VND, and was targeted for completion in approximately 1,000 days, by the end of 2026. To date, after 7 months of construction, the interchange has only reached about 6% of its planned completion. The reason is that land clearance has not been completed, and the contractor does not have enough cleared land to begin construction. Mr. Tran Hung Viet, Director of the Binh Duong Provincial Investment and Construction Project Management Board (the investor), said that the land clearance work for the project has reached about 87%. Although only about 13% of the land remains uncompleted, it significantly affects the construction work of the consortium of contractors. In addition, the project faced many other difficulties such as intermittent construction sites, adjustments to the technical design due to changes in the geological conditions of the site; and the relocation of existing infrastructure along the route such as electricity, water, drainage, and fiber optic cables.
However, according to Mr. Viet, the Transport Department and the contractors are still accelerating construction to ensure the project is completed as planned.
According to observations by reporters from Giao Thong Newspaper on December 19th, dozens of workers, along with machinery and equipment, were still busily working at the Tan Van intersection construction site. Many pieces of equipment such as pile drilling machines, excavators, bulldozers, rollers, steel cutting and bending machines, gantry cranes, dump trucks, etc., were brought to the construction site to support the work.
In some locations, the pier shafts have been constructed, preparing for the foundation work. The girders have also been pre-cast and delivered to the construction site.
Meanwhile, pile drilling is still underway in some locations. This is a complex intersection with an elevated bridge system crossing National Highway 1.
In response to the 500-day plan and to ensure the completion of 3,000km of expressways by 2025, Binh Duong province is striving to accelerate the completion of XL1 and XL3 to 80%, focusing on completing the section from My Phuoc - Tan Van to National Highway 13 and the overpasses at the intersections; aiming for the entire route to be open to traffic by June 2026.
Component 5 of the Ho Chi Minh City Ring Road 3 project, the section passing through Binh Duong province, is 11.43km long with a total investment of VND 5,752 billion. According to the plan, package XL2 (Binh Chuan interchange) and package XL4 (Binh Goi bridge) will be completed in December 2025; package XL3 (section from Binh Chuan to Saigon River) will be completed in September 2026; and package XL1 (Tan Van interchange) will be completed in December 2026.
