Don't shy away from complex and sensitive areas.
The Politburo , the Secretariat, and General Secretary and President To Lam have shown great concern, regularly directing and establishing inspection teams in 34 provinces and cities to ensure that double-digit growth is achieved from now until the end of the year and throughout the term, aiming to realize the two centenary goals (the founding of the Party and the founding of the nation). "This is a goal that we must be determined, resolute, and determined to successfully achieve in the coming time," National Assembly Chairman Tran Thanh Man particularly emphasized in his speech at the recent National People's Council Conference.
Double-digit growth was also a phrase repeatedly emphasized by the conference chair, in speeches by government leaders, and in discussions by provincial and city People's Councils. This attention was given because 2026 marks the first year, alongside the implementation of the 2026-2030 five-year socio -economic development plan, that GRDP growth targets have been assigned to localities for the entire next five-year period.
According to the Appendix to the National Assembly 's Resolution on the Socio-Economic Development Plan 2026-2030, 28 out of 34 provinces and cities aim to achieve an average GRDP growth rate of 10% or higher. To achieve this, it is essential to improve the quality of operations of local governments at both levels and to implement more substantive reforms in the activities of the People's Councils.
Ha Tinh is one of four localities that achieved double-digit growth in the first quarter of 2026. A presentation by the Standing Committee of the Provincial People's Council indicated that in 2025 alone, the council held 11 sessions to promptly consider and decide on many important and urgent issues arising from practical situations.
According to Nguyen Thi Viet Ha, Vice Chairwoman of the Ha Tinh Provincial People's Council, the process of drafting and promulgating resolutions continues to be strongly reformed in a substantive, practical, and feasible manner. Of the 420 resolutions passed throughout the term, 130 contain legal provisions and 42 policies, focusing on addressing many key and urgent issues, creating an important legal framework and unlocking resources for development.
The mechanisms and policies issued have contributed to removing many "bottlenecks" in practice, such as policies supporting the development of industry and handicrafts; supporting the development of logistics services and exports, thereby creating resources to effectively exploit the potential and advantages of the Vung Ang Economic Zone, forming new impetus to promote economic growth and attractiveness in attracting investment.
Currently, Ha Tinh province has over 11,000 operating businesses and more than 1,560 projects with a total capital of nearly 600,000 billion VND, including 71 foreign projects with a total investment of nearly 16.5 billion USD. Industry accounts for over 30% of the province's total product.
“Notably, the supervisory activities of the Ha Tinh Provincial People's Council have continued to be strongly reformed. With 15 large-scale thematic supervision sessions, focusing on complex and sensitive areas and issues of particular concern to voters, the supervision activities have directly addressed the ‘bottlenecks’ and ‘obstacles’ in management and administration; not avoiding limitations, not stopping at merely pointing out shortcomings, but focusing on proposing fundamental solutions to improve mechanisms and policies and enhance the effectiveness of state governance,” Ms. Ha emphasized.
As a result, many recommendations following the monitoring have been adopted, creating significant changes in the direction and management of the People's Committees at all levels and sectors. For example, through monitoring administrative reform, Ha Tinh has focused on building a modern administration that puts citizens and businesses at the center. By 2025, the province will rank second in the North Central region in the Administrative Reform Index.
Genuine collaboration to unlock resources.
The role of the City People's Council in promoting socio-economic development to achieve double-digit growth was also mentioned by Ms. Dang Minh Nguyet, Standing Vice Chairwoman of the Dong Nai City People's Council.
According to Ms. Nguyet, the double-digit growth target is not only an economic indicator, but also a measure of governance capacity, institutional quality, and the effectiveness of coordination within the entire political system. This requirement demands that the People's Council shift strongly from its traditional role of decision-making and supervision to one of creating development institutions, genuinely working alongside the government to remove bottlenecks and unlock resources.
Sharing her experience on the role of the People's Council in fostering development, Ms. Nguyet said that the Dong Nai City People's Council has reformed its thinking on issuing resolutions, shifting from "approval" to "creation". From July 1, 2025 to the present, the People's Council has held 14 sessions (2 regular, 12 thematic), passing 172 important resolutions.
In particular, many groundbreaking infrastructure resolutions were issued in a timely manner, such as the Huong Lo 2 road project under the PPP method; the connecting route between Ma Da Bridge and Ring Road 4 in Ho Chi Minh City; the elevated road along National Highway 51; extending the Ben Thanh - Suoi Tien metro line to Long Thanh International Airport; and the Dai Phuoc riverside smart urban area - with a total capital of approximately 463,000 billion VND.
These policies not only expand growth potential but also directly attract foreign direct investment (FDI) and enhance local competitiveness, according to the Standing Vice Chairman of the Dong Nai City People's Council.
"Entering the 2026-2031 term, the goal of double-digit growth, the requirement to successfully implement the Resolution of the 14th National Congress of the Party, the strategic resolutions of the Politburo, and to build a modern and effective national and local governance system are placing great demands on the Government, local authorities, and People's Councils at all levels," Deputy Prime Minister Pham Thi Thanh Tra stated.
The Deputy Prime Minister also emphasized that, in that context, the Government clearly recognizes that improving the quality of the People's Councils' operations is also about improving the quality of national and local governance, enhancing the effectiveness of policy implementation and the operational efficiency of the state administrative apparatus from the central to local levels, and practically contributing to the successful achievement of the goals of the Party's resolutions.
According to government leaders, the core of effective local governance is creating a better development environment, mobilizing the community, businesses, and all sectors of society, and promoting grassroots democracy to the highest degree so that all citizens can participate in every goal, task, and policy of national and local development.
The Deputy Prime Minister affirmed that the Government will continue to propose to the National Assembly, and within its authority, to improve institutional policies, more clearly define the responsibilities between the central and local governments, and increase the proactiveness, accountability, and policy responsiveness of local governments. To ensure that People's Councils truly become the driving force behind local development, the focus will be on issuing policy mechanisms, continuing to remove bottlenecks to development within their authority, and opening up new development opportunities for each sector, field, and locality.
In a presentation submitted to the Conference, the Standing Committee of the Quang Ninh Provincial People's Council stated that it has set a target of achieving a GRDP growth rate of over 12% for the entire period of 2026-2031, and requested support from central agencies for the province's policies. These include proposals for establishing Quang Ninh City directly under the central government, pilot mechanisms and policies for the Quang Ninh Digital and Knowledge Free Economic Zone, mechanisms and policies for the Mong Cai (Vietnam) - Dongxing (China) cross-border economic cooperation zone, the development of the new generation economic zones of Bac Phong Sinh, Hoanh Mo, and Dong Van, and a special mechanism for the development of the Van Don Special Economic Zone.
