The conference also had the participation of many experts and scientists currently working at management agencies, research institutes, universities, colleges and scientific and technical associations of provinces and cities across the country.
Speaking at the opening of the conference, comrade Huynh Thanh Dat, member of the Party Central Committee, Deputy Head of the Central Propaganda and Mass Mobilization Commission, emphasized: The conference "Breakthrough in science, technology, innovation and digital transformation to promote Vietnam's socio-economic development" is of special importance to realize the spirit of Resolution No. 57-NQ/TW dated December 22, 2025 of the Politburo on breakthrough in science, technology, innovation and national digital transformation. For Vietnam, after nearly 40 years of innovation, we have achieved many great achievements, but still face difficulties and challenges such as: labor productivity is still low compared to the region; the absorption capacity of enterprises is not high; the connection between the state - schools - enterprises is still loose; the high-quality human resources in strategic fields have not met the requirements...

In that context, Vietnam needs a breakthrough strategy, not only in technology, but also in thinking, institutions and resources. Resolution No. 57-NQ/TW has clearly identified science, technology, innovation and digital transformation as the main driving force to develop the country rapidly and sustainably, realizing the aspiration of Vietnam becoming a developed, high-income country by 2045. The Law on Science, Technology and Innovation 2025 is a major step forward in terms of institutions, creating a favorable legal corridor, opening up breakthrough financial mechanisms and policies, strongly encouraging investment, research and application of new technologies, especially in priority areas.
At the conference, assessing the initial results of implementing Resolution 57-NQ/TW and future orientations, comrade Nguyen Huy Dung, full-time member of the Central Steering Committee on science, technology development, innovation and digital transformation, said that after 8 months of implementing Resolution 57-NQ/TW, many positive results have been achieved.
Firstly, creating a new, open institutional and legal foundation. The National Assembly has passed 16 Laws, notably the Law on Science, Technology and Innovation and the Law on Digital Technology Industry; the Government has issued 45 Decrees and is preparing long-term draft laws such as the Law on Artificial Intelligence and the Law on Digital Transformation.
Second, a new management method has been established, demonstrating a strong modern management mindset. Two major plans of the Steering Committee have been implemented, establishing the positions of chief engineer and chief architect and putting into operation a real-time data management model.
Third, there is a substantial change in the construction, connection and cleaning of national data. The work of cleaning data to ensure "correctness-sufficiency-cleanliness" is focused on, becoming a resource for development when ensuring accuracy, connection and smooth exploitation.
Fourth, create fundamental changes in administrative procedure reform and public service provision.
Fifth, identify priority strategic technology directions. A list of 11 key technology groups and 35 strategic technology product groups has been issued as a legal basis and orientation for concentrating investment resources.

Regarding the work of honoring knowledge, scientists, and innovation, according to Dr. Phan Xuan Dung - President of the Vietnam Union of Science and Technology Associations, President of the VIFOTEC Foundation, in solution No. 1 to implement Resolution 57-NQ/TW of the Politburo, it is clearly stated: "Expanding and diversifying forms of honoring, praising, and timely and worthy rewards for scientists, inventors, businesses, organizations, and individuals with achievements in science and technology development, innovation, and digital transformation".
With the attention of the Party and the State, the Vietnam Union of Science and Technology Associations was assigned by the Prime Minister to preside over: Organizing the Vietnam Science and Technology Innovation Award since 1995, the National Innovation Contest for Youth and Children since 2004, and the 8th National Technical Innovation Contest (2004-2005).
Based on the assigned tasks, the Vietnam Union of Science and Technology Associations has coordinated with the Ministry of Science and Technology, the Vietnam General Confederation of Labor, and the Central Committee of the Ho Chi Minh Communist Youth Union to organize and assign the Vietnam Fund for Supporting Technical Innovation as the standing agency.
Organizing to honor and award scientists and innovators with outstanding and highly applicable research works will encourage and create pride for scientists to continue researching, exploring, and creating to contribute to the development of science and technology, thereby motivating them to continue to contribute.

Many works have been awarded domestically and internationally through participation in international exhibitions on science and technology organized by the VIFOTEC Foundation. The VIFOTEC Foundation has become a prestigious and reliable partner in connecting and introducing young talents to domestic and international units and enterprises, an important bridge for Vietnamese science and technology to access advanced science and technology in the world", Dr. Phan Xuan Dung affirmed.
At the conference, along with exchanging ideas on science, technology development and digital transformation, localities and scientists also shared many experiences and practical lessons. At the same time, they honored and spread the role models, typical innovative projects and successful application models.
