(Chinhphu.vn) - Prime Minister Pham Minh Chinh assigned relevant ministries and agencies to study and remove difficulties and obstacles related to specialized planning, creating favorable conditions for Hanoi to develop the Red River axis - a new symbol of development of the capital in the new era.

The Government Office has just issued Document No. 6223/VPCP-QHDP conveying Prime Minister Pham Minh Chinh's opinion on implementing the General Secretary's conclusion at the working session with the Hanoi Party Committee.

Specifically, the Prime Minister assigned the Ministry of Justice to preside over and coordinate with relevant ministries and agencies to study and handle the proposal: In the process of drafting laws and resolutions related to the fields of urban development, government organization, public investment, planning, and development of Hanoi city on both sides of the Red River, it is necessary to continue to pay attention to, support, and integrate favorable and outstanding contents of the Capital Law into specialized laws if they regulate the same issue, to ensure the effectiveness and high enforceability of the Capital Law.

The Ministry of Agriculture and Environment shall preside over and coordinate with relevant ministries and localities to continue to support and closely coordinate with Hanoi city to focus on drastically handling air pollution and river pollution.

The Ministry of Home Affairs shall preside over and coordinate with relevant ministries and agencies to handle recommendations: Research and promulgate regulations, standards, and norms or promote decentralization, delegation of authority, and authorization to localities with sufficient capacity to pioneer in piloting.

The Prime Minister assigned the Ministry of Finance to preside over and coordinate with relevant ministries and agencies to study and handle the proposal: Promptly guide the adjustment of budget allocation norms, regular expenditure norms and public investment norms to suit the two-level urban government model of Hanoi and special urban management requirements.

The Ministry of Construction shall preside over and coordinate with relevant ministries and agencies to study and handle recommendations: Pay attention to and coordinate with Hanoi city to promptly remove difficulties and obstacles related to specialized planning, creating favorable conditions for the city to develop the Red River axis - a new symbol of development of the capital in the new era.

The Prime Minister requested the Ministries of Justice, Agriculture and Environment, Home Affairs, Finance, and Construction to promptly handle the recommendations and proposals of the Hanoi Party Committee, report to the Prime Minister on the implementation results; and respectfully send them to the Central Party Office to report to the General Secretary before July 30, 2025.
