Minister of Health Dao Hong Lan stated that in 2026, the sector will continue to strengthen institutional and policy improvements, implement Resolution No. 72 and Resolution No. 57 of the Central Committee, and improve the quality of medical examination and treatment... so that the sector can increasingly better fulfill its nhiệm vụ of protecting, caring for, and improving the health of the people.
In particular, the health sector continues to implement Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on "Breakthroughs in the development of science, technology, innovation, and national digital transformation," which plays a crucial role in all fields, including the health sector.
34.3 million electronic health records have been created on VNeID.
According to Minister Dao Hong Lan, the Ministry of Health has proactively advised on and issued many major policies and guidelines, creating an important foundation for the development of the health system in the coming period. In the first quarter of 2026, the health sector will continue to implement tasks comprehensively, focusing on perfecting institutions, reorganizing the organizational structure, ensuring medical examination and treatment services for the people, while promoting digital transformation, deploying electronic health records, and strengthening the management of pharmaceuticals and medical equipment.
The health sector continues to promote the implementation of electronic medical records with the goal of eliminating paper medical records in hospitals by December 31, 2026. Over the past year, the health sector has accelerated the digital transformation of healthcare, with 71.3% of hospitals implementing electronic medical records. Relevant units have created 34.3 million electronic health records on the VNeID application.
Regarding the issue of training high-quality human resources according to Resolution 57 of the Politburo, Ms. Lan said that the health sector is focusing on developing a plan for the development of five key universities in the health sector, including Hanoi Medical University, Hanoi University of Pharmacy, Ho Chi Minh City University of Medicine and Pharmacy, Can Tho University of Medicine and Pharmacy, and the Academy of Traditional Medicine. This plan is expected to be submitted to the Government for approval in the fourth quarter of 2026. Currently, the Ministry of Health has also completed the development of professional competency standards for various specialized fields.
Specifically, in 2026, Vietnam will participate in international clinical trials of mRNA-based vaccines for cancer treatment and other next-generation vaccines. Additionally, it is expected that in May 2026, the Ministry of Health and its partners will sign an agreement with Sanofi (France) to transfer technology for the production of three types of vaccines in Vietnam, using the most advanced French technology currently available. These are the 6-in-1 vaccine, the influenza vaccine, and the meningococcal meningitis vaccine.

Simultaneously, the health sector is focusing on strengthening management, licensing, and renewal processes to ensure sufficient supply of quality and reasonably priced medicines, vaccines, and medical equipment to serve the protection and care of people's health. It is also aggressively implementing solutions to promote the development of the pharmaceutical industry, medicinal plant cultivation areas, and domestic medical equipment production.
Regarding advanced therapies for medical examination and treatment, the Minister stated that the health sector has proactively selected methods for clinical trials, mastered immune cell technology (CAR-T), stem cell therapy (a cooperation program with Japan has already been signed), 3D technology, and personalization in orthopedic trauma.
In addition, the healthcare industry is also applying artificial intelligence (AI) in next-generation gene sequencing for cancer treatment and prenatal screening.
Focus on implementing important resolutions and conclusions.
Regarding the key tasks for 2026, the Minister of Health stated that the health sector will focus on implementing important resolutions and conclusions of the Party and State on protecting, caring for, and improving the health of the people.
Regarding the investment projects for the construction of the second facilities of Bach Mai Hospital and Viet Duc Friendship Hospital, the Ministry of Health stated that it is closely coordinating with relevant ministries, sectors, and units to urgently complete the necessary procedures and conditions; focusing on resolving difficulties and obstacles in the implementation process, ensuring compliance with legal regulations and requirements for quality and efficiency.
Minister Dao Hong Lan informed that the Ministry of Health has drafted a Decision promulgating the Action Program to implement the Resolution of the 14th National Congress of the Communist Party of Vietnam, Conclusion No. 18-KL/TW dated April 2, 2026 of the Second Plenum of the 14th Central Committee of the Communist Party of Vietnam, and Resolution No. 41/NQ-CP dated March 11, 2026 of the Government. The program aims to concretize tasks and solutions within the scope of the Ministry of Health's management, serving as a basis for units under and directly affiliated with the Ministry to develop plans and organize the synchronous and effective implementation of objectives for protecting, caring for, and improving the health of the people. The program emphasizes the need to improve institutions, remove bottlenecks, mobilize resources, promote decentralization and delegation of power associated with administrative procedure reform, strengthen supervision and inspection, and enhance the effectiveness and efficiency of state management throughout the health sector.
The Ministry of Health continues to implement Resolution No. 72-NQ/TW dated September 9, 2025, of the Politburo on a number of breakthrough solutions to strengthen the protection, care, and improvement of people's health. At the same time, functional units of the Ministry are striving to develop, finalize, and submit for promulgation projects on: pre-hospital emergency care, medical tourism, and the development of high-quality medical personnel.
The health sector is also finalizing adjustments to the Health Facility Network Planning for the period 2021-2030, with a vision to 2050, as a basis for implementing investment projects. It continues to review and reorganize the health sector's organizational structure towards a streamlined, effective, and efficient model; focusing on improving the capacity of the grassroots health system to meet the requirements of a two-tiered local government model.
In the field of medical examination and treatment, the health sector continues to refine plans and professional guidelines for regular health check-ups or screenings for the people at least once a year; the project gradually implements a policy of free hospital services according to a roadmap, prioritizing eligible individuals within the scope of health insurance benefits, in line with the increase in health insurance contributions as stipulated. Medical facilities continue to develop advanced medical techniques; expand telemedicine services and strengthen technology transfer; and simultaneously promote decentralization, delegation of authority, and inspection and supervision in the field of medical examination and treatment under the management of the Ministry of Health.
Another task set forth by the Ministry of Health for the coming period is to continue to promote the reduction and simplification of administrative procedures to facilitate citizens and businesses, strengthen decentralization and delegation of authority, and monitor the implementation of tasks at the local level; and to continue to reorganize the public service units under its management.
