In less than a month of implementing the two-level government model, localities in Ha Tinh have made their mark by smoothly granting land use rights and property ownership certificates (red books) to people.
This not only brings great joy to the people but also affirms the outstanding effectiveness of administrative procedure reform at the commune and ward levels and shows the strong transformation of the grassroots administrative apparatus.

The joy of receiving the red book is already great, but in the case of Ms. Nguyen Thi Cong (Duc Phu village, Tran Phu ward), that happiness is multiplied many times. Her story is not only a testament to the breakthrough in administrative reform but also demonstrates the understanding and sharing of the local government in the special circumstances of the people.
Ms. Cong shared: "I was quite worried because in the past, making a red book was quite complicated and time-consuming. However, now the procedure is quite simple and much more convenient. My family's case is quite special because my mother-in-law is seriously ill, so transferring the name and donating the land use rights encountered some obstacles. However, when presenting the situation, the staff at the Ward People's Committee not only worked according to the correct procedure but also understood very well. They were flexible, creating the most favorable conditions for the family to complete the procedure. After only one week, I was able to receive the red book in my hand, and my joy was doubled."

The proactive, understanding and timely resolution of Tran Phu ward has helped Ms. Cong’s family not only complete important legal procedures but also reduce the psychological burden during this difficult period. This is what all citizens expect from the new government.
It is known that Tran Phu ward is the first locality in Ha Tinh to complete the issuance of red books to people. Up to now, out of a total of 55 applications for settlement, the locality has processed and completed 36 cases. This is a remarkable result, demonstrating the initiative and effectiveness in receiving and resolving applications right at the grassroots level.
Mr. Duong Dinh Phuc - Vice Chairman of Tran Phu Ward People's Committee emphasized: "We identify the issuance of red books as one of the key tasks, directly affecting the rights and lives of the people. Therefore, simplifying procedures and shortening processing time is the top priority. Besides, we always listen to people's opinions to continuously improve the process, ensuring the highest satisfaction".

In Thanh Sen ward, up to now, the locality has handed over land use right certificates to 40/55 cases. The quick, transparent and effective issuance of red books not only brings satisfaction to the people but also contributes to strengthening trust in the grassroots government system.
Mr. Nguyen Quoc Khanh - Head of the Department of Economic Infrastructure and Urban Areas of Thanh Sen Ward said: "The new model has cut out many intermediate steps, reducing the time in processing documents. In addition, ward officials are always proactive in editing, verifying and correcting errors in documents for people. Thanks to that, procedures are resolved faster, there is no backlog of documents, and people no longer have to go back and forth many times."
Issuing land use right certificates is considered one of the most difficult tasks that the new commune and ward authorities undertake. This is a complex process that requires close coordination, precision and professionalism. In particular, the requirement to shorten the time to carry out administrative procedures in the land sector, complete financial obligations and confirm the obligation to issue red books within about 20 days requires more effort and hard work from the localities.

In Cam Lac commune, since the beginning of July, the locality has received 134 applications for the first issuance of red books. With a high sense of responsibility, the commune has checked and issued red books to 20 applications and is printing 75 certificates ensuring that they meet the required conditions.
"In the past, every time we had to do land paperwork, we often had to wait a long time, sometimes a whole month, and prepare a lot of complicated paperwork, making it difficult to travel. But now, everything is guided very carefully, from the stage of submitting documents to receiving results, everything is quick and transparent. Commune officials are very enthusiastic in supporting, answering all questions, helping us feel more secure and trust the government" - Ms. Vo Xuan Phuong (Hung Dao village, Cam Lac commune) excitedly said.

Creating the most favorable conditions for people to exercise their rights and obligations related to land not only contributes to stabilizing life, bringing practical values to the people but also promotes sustainable socio-economic development of the locality.
The initial results in Ha Tinh are clear evidence that when local authorities are empowered and maximize their capacity, work efficiency will be significantly improved, bringing practical benefits to the people.
