Achieve the set goals.
As of December 4, 2025, the entire city had admitted 1,770 outstanding individuals into the Party, achieving 102.2% of the target, bringing the total number of Party members in the entire Party organization to over 58,000. This result not only demonstrates a significant increase in quantity, but more importantly, reflects a qualitative leap, as the work of sourcing, training, and vetting candidates has been implemented seriously, systematically, and consistently by Party committees at all levels.
At the conference summarizing the work of Party building and organization in 2025 and implementing tasks for 2026, the leaders of the City Party Committee's Organization Department emphasized: Despite facing many challenges from organizational restructuring, model transformation, and the requirement to streamline staffing, especially during the transition to a two-tiered local government model, many Party committees in agencies, units, and localities still achieved outstanding results in recruiting Party members, creating an important impetus for the entire city.
Kim Long Ward is a prime example. In 2025, the Ward Party Committee sent 46 outstanding individuals to participate in a Party awareness training course. By early December, 16 individuals had been admitted, 2 were awaiting decisions, and 19 were undergoing application review. With a rigorous process, a good pool of candidates, and proactive efforts from the grassroots level, Kim Long achieved 100% of its target for the year.
In Phu Bai ward, the results were even more impressive, with 48 new party members admitted, achieving 120% of the target; and simultaneously completing 100% of the goal for developing new party members according to Resolution 21. The new party members were mainly developed from administrative and public service agencies and businesses, areas that require close monitoring and continuous engagement.
Mr. Le Van Cuong, Secretary of the Phu Bai Ward Party Committee, shared that this result reflects a change in leadership thinking, a practical approach, and the striving spirit of outstanding individuals. Many Party members, after being admitted, have effectively played a key role in emulation movements, economic development, maintaining security and order, and mobilizing the people to comply with the Party's guidelines and State policies.
In Thuan An, 2025 also saw the admission of 20 new party members, exceeding the set target; among them, Tran Van Khanh, a member of the Standing Committee of the Farmers' Association of Thai Duong Ha Nam ward, was admitted to the Thai Duong Ha Nam Party Branch. The persistent efforts and leading spirit of party member Tran Van Khanh in association work are proof of creating a quality pool of members from grassroots movements.
“Being admitted into the Party is a great honor. I will continue to strive and be even more exemplary in the association's movements, wholeheartedly accompanying farmer members in developing the economy and building a stronger association,” shared Party member Tran Van Khanh.
Tighten standards, improve quality.
Entering 2026, the first year of implementing the Resolution of the 17th Congress of the Hue City Party Committee, the City Party Committee has determined that the work of developing Party members must shift strongly towards depth, setting higher requirements for quality, discipline, and procedures.
Challenges remain. These include a decline in Party membership due to young people leaving for work elsewhere; young people working in industrial zones often working overtime, making it difficult for them to participate in youth union activities; and rapid urbanization in some areas leading to population fluctuations, making it difficult to track potential members. The downsizing of the workforce has reduced the number of new civil servants and public employees, while most existing staff are already Party members. This necessitates a strong reform in the recruitment and training of potential members.
At the 2nd Conference of the 17th City Party Committee, Central Committee member and City Party Secretary Nguyen Dinh Trung emphasized: "Developing Party members is a key task. The requirement for the coming period is to ensure that the number of new members is sufficient, meets the standards, follows the correct procedures, and is linked to improving the quality of grassroots Party organizations within the two-tiered local government model."
According to the City Party Committee's Organizing Department, in light of the new situation, the key tasks for 2026 are to continue to thoroughly implement the Party's resolutions and regulations; focus on educating revolutionary ideals and ethics; and enhance the exemplary responsibility of cadres and Party members. At the same time, create a training environment for Youth Union members, association members, students, and young civil servants; diversify activities and movements in schools, agencies, and administrative units—places with the conditions to discover and nurture new talents.
In particular, practical action models such as community digital transformation, environmental protection, civilized streets, and volunteer movements continue to be seen as fertile ground for union members to mature and be recommended to the Party. The evaluation and training of probationary Party members must also be given more attention, linked to tightening inspection and supervision work and enhancing the exemplary role of veteran Party members.
One experience shared by many localities that have successfully developed Party organizations in recent times is the effective implementation of the "three-pronged approach": close contact with the local area, close engagement with mass organizations, and close engagement with individual households to identify potential candidates. Practical experience shows that this close contact not only helps discover outstanding individuals but also contributes to strengthening the people's trust in the Party organization at the grassroots level.
The successful completion of the 2025 Party member development target despite numerous difficulties demonstrates that when the entire political system is united, when each Party branch is truly attentive, when standards are tightened, and when quality is prioritized, then no matter how difficult the challenges, the task of Party building will be carried out steadfastly.
